REQUEST FOR INFORMATION VA 701-13-I-0177 CHIO 13-21-3 My Recovery Plan This Request for Information is for planning purposes only, at this time, and shall not be construed as a solicitation or as an obligation on the Department of Veterans Affairs. The Department of Affairs, Veterans Health Administration, Office of Health Information is seeking interested sources (contractors) for a future solicitation and procurement to provide My Recovery Plan Services. This project focuses on developing online tools and materials for VA patients. A background in health literacy and education, and an understanding of how patients of all ages and with all types of illnesses and disabilities interact with online tools is required. Familiarity with the special needs of the Veterans with mental illness, and those who have returned from recent military deployments is critical. These special needs include cognitive limitations that can result from psychiatric illness or Traumatic Brain Injury. Finally, knowledge of social media and health care marketing, electronic habits of different age groups, knowledge of use of eTools as adjunct to care and as standalone independent products, are all important. In addition an understanding of how eTools and online applications are used in a clinical setting by the health care provider in collaboration with a patient is needed. Therefore a medical background in patient care, health care and mental health is needed to be able to develop associated materials, processes and deployment of the applications and in making decisions about the development of the product. With the development of the My Medications module a clinical background in working with patients and the processes healthcare providers use in prescribing medications is essential, especially as related to mental health patients. With the creation of the Dashboard and the Outcomes module an understanding of the needs of patients and providers is necessary and the issues in patient appointments/ and clinical workflow. An understanding of user interfaces for a health care consumer and a busy provider will be important. As the Outcomes Module supports psychiatric assessments, an understanding of issues in evaluation, outcomes and feedback is important. Marketing and clinical adoption requires an understanding of a healthcare setting and the needs of patients (especially Veterans) and providers. This also requires expertise in marketing, and the use of social media and other ways of reaching out to patients and providers. One of the goals is to reach out to Veterans who have not engaged with the healthcare system in the traditional manner (early-intervention). Special consideration should be noted for the Veterans with mental illness and their concerns regarding stigma. The following scope is representative of what be required. The Contractor shall provide support for My Recovery Plan (MRP) Projects. These projects include Medication Monitoring and Tracking, My Goals, My Courses, My Outcomes and a MRP Dashboard. This work effort requires six (6) tasks which together will result in the additional development of the MRP application to a user friendly, feasible, and marketable tool for Veteran's with mental health issues and the larger Veteran population. The scope of this task order encompasses the further alignment of MRP features to MyHealtheVet (MHV) or related platform through deployment of My Courses and one to two additional modules; supporting courses, requirements development, testing of developmental efforts: and developmental and implementation support. Based on the above background and knowledge, this task order will include the following tasks specific to My Recovery Plan. a.Program/Project Management Support b.Reporting Requirements c.Requirements Management Support/Development, Integration, Implementation, and Maintenance d.Training and Education Support e.Clinical Adoption Support and Planning, Analysis, and Reporting f.User Acceptance and Field Testing Support My Recovery Plan (MRP) consists of the following four modules and a dashboard The "My Medications" module of the My Recovery Plan suite of tools will help Veterans to achieve at a minimum the following objectives: 1.Identify medication types, 2.Identify medication side effects, 3.Track medication adherence, 4.Track prescription refill schedules and dates and 5.Issue alerts/reminders. The "My Goals" module of the My Recovery Plan suite of tools will let a user: 1.Set a goal 2.Identify obstacles that might get in the way 3.Identify tasks to help them overcome each obstacle 4.Identify strengths and rewards for meeting their goal 5.Set deadlines using a calendar and email reminders 6.Track progress The "My Courses" module of the My Recovery Plan suite of tools will help Veterans with guided self-education by themselves or with a health care provider. 1.The user will access the course and complete it on their own. 2.Once the administrative portal is developed, a provider will have the ability to assign a course to a user. The "My Outcomes" module of the My Recovery Plan Suite of tools will help Veterans with 1.Support assessment of psychiatric symptoms 2.Support assessment of quality of life 3.Support assessment of level of functioning 4.Issue an alert (email) when a milestone is missed (MHV Health Calendar) 5.Present assessment trends The MRP Dashboard shall provide an integrated view for the Veteran of their MRP functions. It will enable the Veteran to view/access: 1.Summary information 2.Level of functioning summary 3.Assessment tools 4.Medication summary and additional information 5.Personalized and full information library 6.Calendaring /To do function Because this is a Request for Information announcement, no evaluation review letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. Respondents will be notified of the results of the review. The Government reserves the right to consider small business, SDVOSB, VOSB or (8) set-aside based on the responses received. All responses must include the following information: Company name, cage code, CCR number, GSA Schedule Contract Number, Dun & Bradstreet number, company address, Point of Contract name, phone number, fax number and e-mail address. The subject line of the correspondence should clearly display the Request for Information Number. Also, please provide the following information in your response: Past Experience - Provide the following information on a maximum of three similar projects completed within the last five (5) years for which the responder was the prime contractor. A project is considered similar if the contractor provided support during the development lifecycle, preferably in a health systems environment. oThe name, address, type and value of each project oThe name, telephone and address of the owner of each projects. oA description of each project, including difficulties and successes oThe firm's roles and services provided for each project. Capabilities/Qualifications - Provide the following information for each functional area listed in the requirements area above. oDescription of the capabilities/qualifications/skills your company possesses to perform task orders under each functional area. oResumes of key personnel for each functional area (one person may be listed as key personnel in more than one functional area) Business size standards - Vendor shall provide the following information regarding their company: oWhether they are a small business, HUB Zone small business, service-disabled veteran-owned small business, veteran-owned small business, woman-owned small business or small disadvantaged business and their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to this information requested will assist the Government in determining whether a set-aside is possible. It is requested that interested contractors submit an electronic submission of no more than five (5) pages in length, single spaced and 12 point font minimum that addresses the above information. Resumes do not count as part of the submissions. Be sure to include the Request for Information number in the subject line of the email. Submissions shall be received no later than 4 p.m., Eastern Standard Time on 5/09/2013. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITION.
