Description
SPECIAL NOTICE: The information sought herein is for planning purposes only (market research) and shall not be construed as a Request for Quote (RFQ), Request for Proposal (RFP), and Invitation for Bid (IFB) or as an obligation or commitment on the part of the Government to acquire any product or service. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NAVSUP Fleet Logistics Center Norfolk (NAVSUP FLC Norfolk) shall arise as a result of a response to this Sources Sought notice or NAVSUP FLC Norfolk s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. OBJECTIVE: NAVSUP FLC Norfolk is searching for potential sources that are capable of performing the requirements set forth in the attached DRAFT Performance Work Statement (PWS) titled, DRAFT MOC TT PWS. The intent of this RFI is to gauge industry interest, capabilities, and relevant experience to support NAVSUP FLC Norfolk s personnel in performing market research in the task areas listed in the attached draft performance work statement. NOTE: A DD254, Contract Security Classification Specification, shall be applicable to any prospective work covered under this RFI. Should such a requirement materialize, a prospective contractor must have: (1) the required TOP SECRET (TS)/SENSITIVE COMPARTMENTED INFORMATION (SCI)/SPECIAL ACCESS PROGRAM (SAP)/ and SPECIAL TECHNICAL OPERATION (STO) security clearance, and (2) obtained common access cards (CACs) for all contractor personnel and vehicle passes for vehicles requiring entry onboard government installations. RESOURCES: In order to aid industry in evaluating their ability to perform the requirement, the following DRAFT documents have been attached and are provided herein this RFI: a)DRAFT PWS for MOC TT b)Draft Personnel Qualifications (included in Draft MOC TT PWS) CONTRACTOR RESPONSE FORMAT: NAVSUP FLC Norfolk requests that interested parties, at a minimum, supply the following information: a)Name of Company and Point of Contact (POC); b)Telephone Number, Fax Number, Address, and e-mail address of POC; c)Business Size and number of employees; d)Socioeconomic Status; e)GSA Contract Number and SIN, if applicable; f)Seaport-e Contract Number and list of Functional Areas and Zones, if applicable; g)Capabilities statement and relevant experience in the task areas listed in the PWS; 1.Describe how would you meet the Key Personnel/Staffing Plan h)Proposed NAICS Code; i)Proposed PSC Code; j)Please specify if subcontracting possibilities exist and/or if all tasks can be performed in house; PAST PERFORMANCE INFORMATION: Please provide in the response a list of Navy, DoD, or federal contracts supported during the past 36 months with a brief description of the service provided per each contract. Only list contracts similar in scope (military training operations), same or similar magnitude (performance of services), and of the same or similar complexity and quality (comparison of the variety of duties and types of systems supported) to those of the draft specifications attached. PRICING AND SCHEDULE INFORMATION: NAVSUP FLC Norfolk is requesting interested contractors provide a Rough Order of Magnitude (ROM) estimate of costs. ASSUMPTIONS: Please provide a list of assumptions, if any, which were considered in formulating the response. SUBMISSION OF INFORMATION: Responses shall be no longer than ten (10) pages maximum. Responses may be emailed to Morgan Byrum, Contract Specialist, at morgan.byrum@navy.mil in either Microsoft Office or pdf formats. All responses must be received on or before 20 May 2013, 12:00 p.m., Eastern Time.
