Description
The purpose of this Request for Offers is to seek competent and qualified contractors to perform all work associated the the HVAC Replacement Project at Parker (QPK) Air Route Surveillance Radar (ARSR) located near Aurora, Colorado. Magnitude of construction is from $100,000 250,000. This project is 100% set-aside for competition exclusively amongst SEDB 8(a) contractors as certified with the Small Business Administration. The NAICS Code for this project is 238220. The Small Business Administration Size Standard for NAICS Code is $14.0 million. The total contract duration for completion of all work shall be 21 calendar days after receiving construction Notice To Proceed (NTP). Work for under this contract includes but is not limited to: 1.Units (AC-1 and AC-2) from the ARSR Facility. Provide certificate of disposal for refrigerant. 2.Remove and properly dispose of the associated ducting and other related components as shown on attached sketch JS_QPKHVACDEMO. A.INSTALLATION New Air Conditioners 1.Provide and install 2 each new Lennox 12.5-Ton T-Class Split-System Air conditioning Units (Condenser Unit Model # TSA-150-S-4DXY & Air Handling Unit Model # TAA-150-S-4DXY), or FAA approved equal, and all associated components into the same general locations shown on QPK-D-ARSR-M001. Exact locations are to be field determined. The characteristics of the new air conditioning units shall be as follows: a.Commercial application b.R-410a Refrigerant c.12.5 tons nominal d.Condenser Hail Guards e.High Static Indoor Fan (capable of 6000 CFM at 1 static pressure) f.Low Ambient Kit g.208V / 60 hertz / 3 phase h.Type L Copper Refrigerant Piping i.Mount AHU & CU on associated painted steel stands to raise from ground/floor. Supports shall match existing or better. Supports shall be mounted to floor/concrete pad using concrete anchor bolts. 2.Manufacture and install 1 each HVAC controller (new dual thermostat fully redundant with emergency temperature change-over) as detailed on Drawing QPK-D-ARSR-M003. Provide with controller a replacement light (1 each for each color), relay (1 each for each type), and thermostat. New Ductwork and Patchwork 1.Provide and install per SMACNA standards new ducting as detailed on drawing QPK-D-ARSR-M001. A non-motorized counterbalanced back-draft damper shall be installed in the duct work for each HVAC unit as to prevent back-flow to a non-active unit during normal operation. 2.Existing Drop Ceiling shall be used as a return air plenum for the units. Install new return vents into the existing lattice structure in general locations shown on the install drawing. Exact locations are to be determined at time of installation. 3.Patch, insulate, and seal the existing penetration between the Equipment Room and the Outside. Paint to match interior and exterior accordingly. Electrical 1.All electrical work shall comply with the latest revision of FAA specification FAA-C-1217f, Electrical Work, Interior . 2.All equipment grounding shall comply with the latest revision of FAA standard FAA-STD-019e, Lightning Protection, Grounding, Bonding and Shielding Requirements for Facilities . This includes running external grounds on all flexible liquid-tight connections. 3.All bonds shall be exothermic welds or FAA approved pressure connections. 4.Install Phase Monitors on each condensing units to provide phase balance damage protection to the compressors. 5.Provide and install properly sized circuit breakers and connecting wires for new air conditioner unit, and HVAC Controller if required. 6.Provide and install properly sized disconnect switch for each new air handler and condenser units. All disconnect switches are to be Heavy Duty, and NEMA 4 rated if outdoors, and NEMA 1 rated for indoor use. Testing and Balancing 1.Perform an operational check of all newly installed equipment. 2.Confirm the cooling capacity and proper CFM flow is as rated per specifications. 3.Confirm compressor operation, staging, and change-over capabilities of the controls and air conditioning unit. 4.Ensure duct vents are balanced as required for even room air distribution. Provide Test & Balance Report upon completion of project. Maintenance Equipment: 1.Provide the following equipment to the FAA for continued maintenance of the new R-410a HVAC Equipment. a.Refrigerant recovery machine R-410a Compliant (Yellow Jacket 95760 or FAA approved equal) b.Vacuum Pump (JB DV-4e or FAA approved equal) c.Valve Manifold (Yellow Jacket Brute II 46010 or FAA approved equal) d.30 lb. bottle of R-410a refrigerant e.Digital refrigerant scale (JB DS-20000 or FAA approved equal) f.2 sets of replacement filters 2 Pleated set of spare disconnect fuses (if applicable) g.1 spare evaporator fan belt Submission of Offer: Offers are due on May 29, 2013 at 12:00 pm (PST).
