Description

PROJECT DESCRIPTION The Contractor shall provide all personnel, equipment, tools, materials, transportation, supervision, and other support needed to Replace Windows in Buildings 6, 80, and 118 at the VA Medical Center, 400 Fort Hill Avenue, Canandaigua NY 14424 EXISTING CONDITIONS Building 6 porches on the 2nd and 3rd floors of this building have, what used to be open porches that have been converted to group learning session rooms and general use rooms. The old, existing windows used for the conversion are single glass, awning type aluminum frame windows. Some of the windows won't open to let in air in the warm months and some leak bad enough in the cold months to make the rooms very uncomfortable. This project will allow for patient comfort as well as better conditions for the administrative staff by installing new, insulated windows. Building 80 is the sewage control house on the Canandaigua VA Medical Center Campus. The existing, steel, single pane windows are the original at 75+ years old. They are very inefficient and make the rooms uncomfortable in the cold months. The caulking between this outer combination window and the inner steel window is proven to not contain asbestos. Therefore, there is no asbestos abatement. Building 118 is an administrative building on the Canandaigua VA Medical Center Campus. The 48 existing windows are the original at 40+ years old. They are very inefficient and make the rooms uncomfortable in the cold months. This procurement has been set aside 100% to Service-Disabled Veteran Owned Small Business concerns. Offers from other than Service-Disabled Veteran Owned Small Business concerns will NOT be considered and shall be rejected. Evaluation will be based on the Lowest Price Technically Acceptable (LPTA) source selection procedures. Solicitation packages will be available via FedBizOpps.gov on or about May 18, 2013. All questions concerning this project MUST be submitted electronically to the POC listed below. NO phone calls will be accepted. NAICS code is 238350 (Finish Carpentry Contractors). Size standard is $14.0 million. The estimated magnitude of this project is between $250,000.00 and $500,000.00. The Davis-Bacon Act applies to this requirement. Offerors are encouraged to attend the Pre-Proposal Meeting and walk through at the Canandaigua VA Medical Center. The date, time, and place will be announced in the solicitation. NO OTHER WALK THROUGH WILL BE SCHEDULED. Offerors should re-visit the website located at www.fedbizopps.gov periodically to look for updates. All requests for information are required to be submitted in writing to the Contracting Officer and shall be received prior to the proposal due date specified in the solicitation. NO hardcopies, NO telephone inquiries or questions, and ONLY in writing. Award is subject to availability of funds. Emailed proposals will be accepted.
