- Request for Information: FBI Emergency Stand-by Aircraft Operations Program Solicitation Number: Notice Type: RFI - CCRSCU 2013-001 Sources Sought 1. INTRODUCTION: This Request for Information (RFI) is intended to solicit feedback from industry to satisfy the FBI requirement for a Dedicated Alert Aircraft. This RFI synopsis constitutes market research and does not constitute a Request for Quote (RFQ). This request for information is only directed at Vendors on the General Services Administration (GSA), Federal Supply Schedule (FSS) Number 599-4, 599-5 and 874-V LOGISTICS WORLDWIDE (LOGWORLD). RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Program Description: The Federal Bureau of Investigation (FBI) requires a leased emergency standby aircraft to support a National Security program. The intent is for the FBI to lease an airframe fully ready by August 1, 2013 to accept the FBI's mission with no break in service. The aircraft lease shall be for a period of six (6) months, with an option to extend an additional six months. A cancellation clause shall be provided by the offeror in the RFI. It is preferred that a three month or less cancellation clause be provided. Offerors are asked to provide a Rough Order of Magnitude (ROM) pricing for the aircraft being offered. 3. Concept of Support: The concept of support consists of a Blanket Purchase Agreement, Task Order, with a vendor on the General Services Administration (GSA), Federal Supply Schedule (FSS) Number 599-4, 599-5 or 874-V LOGISTICS WORLDWIDE (LOGWORLD) for the provision of a leased aircraft, air operations and aircraft maintenance. 4. Information Requested: The FBI is seeking industry best practices to satisfy this requirement as well as feedback on potential contract structures best suited to meet the objectives of this program. In addition the FBI would appreciate comments concerning its level of detail (e.g., Is it detailed enough to understand the requirements? Is it so detailed that it constrains your unique solution?) and its clarity. Potential sources are invited to submit a maximum 25 page unclassified response to this RFI with supporting graphics such as a draft Layout of Passenger Area (LOPA) and aircraft configuration, using no smaller than 12 point Times New Roman font, not including a cover page, to Ms. Theresa Powell, Contracting Officer, via email submission at the address above. The supplemental graphics (i.e. LOPA) do not count against the 25 page limit. The subject line for all electronic correspondence shall start with "RFI-CCRSCU 2013-001, FBI Emergency Standby Aircraft Operations Program." The FBI will not acknowledge receipt of responses to this RFI. If a receipt is desired, potential sources should submit statements electronically and select "read receipt request" from electronic mail options. Potential sources are responsible for adequately marking proprietary or competition sensitive information contained in their response. The FBI will not divulge individual responses to the RFI outside of the FBI. STATEMENT OF OBJECTIVES 1.0 Introduction The FBI requires an Emergency stand by aircraft to support a National Security program as identified below. 2.0 Scope of Work 2.1 Aircraft and Crew Availability The dedicated primary aircraft and its support, as outlined, below, shall be delivered complete on August 1, 2013. Required aircraft modifications to the primary aircraft must be completed prior to the aircraft delivery date. The Vendor is responsible for positioning/re positioning costs of the aircraft at Richmond International Aircraft (RIC) prior to Contract initiation. 2.2.1 Full Time Logistic Analysts 2 A dedicated logistical support individual to provide 24/7/365 support at the Richmond International Airport and any receiving airport on the same time string as the flight crew. This individual shall provide: • Logistical Support; • Cargo coordination; and, • Accompanies FBI on deployments (as directed). 2.2 Dedicated Aircraft Support A dedicated airframe must be positioned at RIC with the ability to provide the following: • 24 hour / 7 days a week / 365 day per year, response and support. • Aircraft and crew capable of a Notification plus one hour call out (N+1) and a Notification plus 3 hour (N + 3) wheels up response. • Coast to Coast non-stop flight capability, 3000 statute miles or better (22,000 lbs Payload) • The Aircraft shall be configured to carry no less than 52 passengers and associated equipment (no less than a 22,000 lbs Payload). • The aircraft will be capable of transporting no less than 1000 cu ft of cargo in the lower deck. • Aircraft avionics must be Cat II or greater, preference is for 0/0 takeoff and landing capability. • The Aircraft shall be designated as a Public Use aircraft as outlined in section 40102 Title 49 of the United States Code. • Offered aircraft must be titled within the United States. 2.2.1 Supplemental and Back Up Aircraft Support Submissions must include provisions to provide a supplemental and backup aircraft. • A supplemental aircraft shall be provided to the FBI during periods where the primary aircraft must undergo maintenance which will make the primary aircraft incapable of providing its dedicated support. The supplemental aircraft is not required to be configured with the modifications identified for the primary aircraft but must meet the requirements outlined in section 2.1. • A backup aircraft shall be available to fulfill this requirement and shall be available to arrive at RIC no later than three hours after notification. The backup aircraft is necessary in the event the primary aircraft is not capable of supporting its dedicated mission. The backup aircraft is not required to be configured with the modifications identified for the primary aircraft but must meet the requirements outlined in section 2.1. 2.2.2 Crew • All aircrew performing this contract shall be U.S. Citizen and shall be capable of obtaining a "SECRET" clearance; • All aircrew performing this contract shall be certified to FAA Part 121 Operating Standards or FAA Part 91 Public Use and will adhere to Part 91 crew duty limitations. • For the purpose of this contract, no Flight Attendants are required. • A crew support proposal must be provided to the FBI detailing the company's plan to maintain 24/7 crew availability. • Upon acceptance of the proposal, the selected company shall provide a list of all crew members who will support the contract to the FBI (pilots, maintenance, and program management) so an FBI background security check can be accomplished. Crew members who, in the course of the background check, are identified as a "risk' will not be allowed to support the contract. The FBI maintains the right to enforce that ban through the contract company. 2.2.3 Aircraft Maintenance • Maintenance will be conducted in accordance with FAA Part 121 Maintenance Standards. • Maintenance will include spares/parts on-hand at the base of operations in support of the aircraft. • On each flight, a flight engineer will be required to fly with the aircraft and provide a kit containing aircraft spares, wheels and brakes carried below deck in the bulk cargo hold. • Maintenance engineers must be based with the aircraft to provide 24/7 coverage. • A minimum of one, one hour maintenance check flight will occur every seven days to ensure continuous reliability. • During scheduled maintenance a supplemental aircraft will be provided in accordance with section 2.1.1. 2.2.4 Aircraft Modifications Modifications to the primary aircraft have been identified and are essential to FBI operations. The cost of performing the modifications must be identified separately within the document and the total cost of modifications included into the total lease cost. • Installation of Photo luminescent Emergency Path Marking System (PEPMS) • Installation of Modular Storage closets in the aircraft cabin (5 each port and 5 each starboard) • Installation of two (2) four person conference areas • Installation of 40 first class seats or • 10 rows each port and starboard of coach triplet seats with movable armrest. The ten rows of seats will be double spaced to allow maximum leg room. • Additional space on the main deck to secure equipment, e.g. Robot without impeding emergency exits or isles. • Addition of required power outlets • Installation of SATCOM antennae 2.3 Operational Control of the Aircraft • The Aircraft Owner will have the sole authority to determine whether a particular flight may be safely operated, to assign crew members for particular flights (except as noted in section 2.1.2), and to dispatch and release flights. • The Captain of the Aircraft will be in command of the Aircraft and will have full authority and control in the operation of the Aircraft in the regards to flight safety. • Outside of safety of flight concerns, the FBI will have operational control of activities on board the aircraft and responsibility for the determination of the termination of a flight and full authority and control over other crew members and their duties during the conduct of operations. The aircraft owner and Captain will accept all decisions of the senior FBI representative to direct crew members and to initiate and terminate flights. 2.4 Operating Companies Responsibilities and Obligations Under the terms of this contract Vendors and its contract carriers as assigned shall be responsible for provision and cost to the following: 1. Flight crew costs, including salaries, pensions, social security, per diems and entry documents; 2. Aircraft maintenance and repair; 3. Aircraft hull, cargo and third party liability insurance; 4. Flight planning and dispatch; 5. Weight and Balance measurements; 6. En route and Air Traffic Control Expense (for international flights only); 7. Aircraft handling and landing fees at RIC; 8. Royalties, if any, parking and storage at locations other than RIC; 9. Pushback; 10. Aircraft, cockpit, lavatory cleaning (one time per trip) and servicing, portable water; 11. Customs and Duties in relationship to the traffic onboard; 12. Aircraft fuel; 13. Into Aircraft fueling; 14. Flight Clearance; 15. Crew hotel accommodation and crew transportation; and, 16. Installation of government provided SATCOM antenna. Work Space - All functions including program management, deployment support, procurement support and aircraft operations will be performed at RIC, FBI facilities, worldwide locations or at Vendors' home office as required. It is anticipated the Government will provide a workspace at RIC to be utilized for program management and flight operations. 2.5 Federal Bureau of Investigations Responsibilities and Obligations Under the terms of this contract the FBI will be responsible for payment of Other Direct Costs (ODC) in accordance with Vendors, GSA schedule. All ODC shall be billed to the Government at cost with no additional fee/profit. The following list is not to be considered all inclusive, however it is not anticipated there are additional items. This list is typical of services required in handling aircraft. These services will only be utilized if required and limited to minimize cost. 1. Ground handling or aircraft and cargo at stations other than RIC; 2. Parking at RIC; 3. Airport Landing fees; 4. Warehousing receipt, delivery, and documentation of traffic (if required); 5. De-icing 6. Passenger catering when required; 7. Fuel costs above $2.70 per gallon; and 8. Flight hour costs above 500 hours annually. 2.6 Government Furnished Equipment The FBI is responsible for providing the following equipment for contractor installation: 1. SATCOM antenna ; and, 2. Work Space - will be provided at RIC location. Equipment to be furnished: desk or table allowing space for a single computer, fax machine and telephone. Internet connections will be provided upon request. 2.7 Indemnification The Federal Bureau of Investigation shall indemnify and hold harmless together with their shareholders, members, directors, officers, employees, agents and subcontractors ("Indemnified Parties") from and against all liabilities, claims, damages, losses and expenses, including, but not limited to, claims in tort, whether arising from negligence of the indemnified Parties in connection with or arising out of the bodily injury or death to any passenger on the Aircraft. The above enumerated indemnification is limited to $1M. In the event that damage to Contractor exceeds the enumerated limit, the FBI will request additional appropriated funds from Congress to make the Contractor whole. 2.8 Reports Vendors will provide monthly technical status reports in an agreed upon format detailing all activities accomplished, maintenance summary of PM's and weekly required flights and planned activities for the coming task month. Vendors will provide a monthly invoice for direct labor hours expended and ODC's and a financial summary detailing the expenditures for each task. Additionally, any required expenditures or support (i.e., shipping support, crating, fabrication, etc.) will be provided in a cost estimate for approval by the COTR prior to any expenditure. INTERESTED VENDORS ONLY ON THE GSA, FSS NUMBER 599-4, 599-5 AND 874-V LOGWORLD SHOULD SUBMIT A BRIEF CAPABILITIES STATEMENT PACKAGE. OFFERORS ARE ASKED TO PROVIDE A ROUGHT ORDER OF MAGNITUDE (ROM) PRICING FOR THE AIRCRAFT BEING OFFERED.
