- STATEMENT OF OBJECTIVES Nurse Call Purchase - Request for Information (RFI) and Demonstration Michael E DeBakey VA Medical Center, 2002 Holcombe Blvd. Houston, TX 77030 PURPOSE The Michael E DeBakey VA Medical Center (MEDVAMC) department of Biomedical Engineering is requesting information for a nurse call system for use in all care lines. Each vendor's offering will include an on-site presentation, a written proposal, and a budgetary cost estimate. The submission of a proposal does not guarantee purchase nor provide any advantage in the bidding process. Following this RFI, there will be a formal bidding process according to Federal Acquisition Requirement (FAR) standards. OBJECTIVES MEDVAMC seeks to replace the current nurse call system in more than 500 rooms over 35 units. Areas include: Primary Care, Medical Care, Diagnostic and Therapeutic Care, Operative Care, Eye Care, Spinal Cord Injury Care, Neurology, Mental Health, and Extended Care. The nurse call system must have the minimum capability of delivering the following features: "Direct communication between patients and clinical staff "Visual/audible signals for emergency or routine needs outside room and at central console "Compatibility with current wireless ASCOM phone system "Ability to have ADT interface "Ability to have Centrak real-time tracking system (RTLS) integrated into system Vendors should also include the following capabilities in their proposals if their technology allows: "Staff locating system using radio-frequency (RF) "Bi-directional communication between staff and patient "Call tracking and record keeping "Bed-exiting alarm notification "LED lighting for corridor signals "Differentiation between single patient communication and system-wide (or unit wide) communication Vendors should also include any additional functionality that their technology allows. Additional features presented by vendors during the RFI process could be incorporated in the final request for proposal (RFP) as requirements. Vendors should also present lifecycle costs for the equipment as well as service and parts agreement offerings. Vendors should also include in their capabilities statement their business size status and FSS Schedule number if the product is listed on that schedule. The MEDVAMC will provide a power supply and tables if requested from the vendor. These demonstrations should include the full functionality of the system so the current staff at the MEDVAMC will have the ability to briefly try the system. SCHEDULE On-site demonstrations will occur either on Wednesday May 29th, Thursday May 30th, or Friday May 31st from 0900 until 1400 hours. Vendors will be assigned to a day and will be required to be present from 0900 until 1400 hours to provide maximum opportunity to the MEDVAMC staff to make any inquiries. Please be advised that by attending this demonstration, will not give you any advantages during the official solicitation process. The Veterans Health Affairs is not responsible for any expenses incurred by vendors attending this demonstration. All expenses are at the responsibility of each vendor.
