Description
Question : Additionally I had noticed that there was a open market bid out on FBO for exhibit cases. For companies that are "prequalified" with LOC would it be possible to waive the reference section of the RFQ. Alternately would it be possible to like the RFP through the IDIQ or GSA schedule? Answer : References cannot be waived notwithstanding work previously performed at the Library of Congress. The solicitation is being advertised on FBO, it is up to each vendor to price and present their response however they see fit. Question : Our cases are produced in Italy and shipped to the US for final assembly and installation. I assume, therefore, that we are not in compliance with the intent of the FAR clause 52.225-1., Item 14 of FAR regulations section. While this does not seem to outright disqualify us fro submitting, it does puts us at a disadvantage, even if we were to be competitive on price. Can you please confirm my understanding? The exception I see from reading the clause is when the item itself is placed on the list of products exempted from the clause. My company is certainly interested in working with the Library in the future, and find it most advantageous to our clients if we can be a part of the development of the design and specification criteria. As I see from the RFP, the details and specifications presented appear to be the result of just that type of development process. Do you think there might be an opportunity in the future that will waive the requirement and permit Goppion Museum Workshop the opportunity to work with you and your colleagues in the future? I am attaching a.pdf of our Permanent Museum Installations catalogue. It is a good introduction to our capabilities. Answer:. You must consult with your in-house counsel to whether products are compliant with FAR 52.225-1. Additionally, we must leave it up to you to make your best judgment on whether your pricing is competitive with domestic products as we can not offer that guidance.
