- DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR-13-R-0044 for the Wright-Patterson Air Force Base additional hangar to the National Museum of the USAF (NMUSAF) project. The project scope adds 224,000 SF of space in a new metal barrel vaulted exhibition hangar with concrete foundation, structural frame and prefinished metal skin, providing proper display space for three distinct areas: the Space Gallery, the Presidential Gallery and the Global Reach Gallery. This additional Hangar will be located south of Hangar 3 and the Hall of Missiles and will be the same size and appearance as Hangar 3, which was constructed in 2003. The Hall of Missiles was constructed in 2004. This new Hangar will be designed to support exhibits on a concrete slab as well as from ceiling supports. The design will also include a new access corridor from the Hall of Missiles. The RFP and subsequent design will incorporate the most current seismic, AT/FP, ADA and federal and local design requirements. The project will be designed and required to achieve LEED 3.0 Silver certification. The existing NMUSAF is located just outside Area B of Wright-Patterson AFB (WPAFB). WPAFB is located less than one mile from the City of Fairborn, Ohio in Greene and Montgomery Counties, approximately 5 miles northeast of Dayton, Ohio. The Hangar 4 addition will be located to the southeast of Hangar 3, just beyond and connected to the existing Hall of Missiles silo structure. The site is located outside of the Base's controlled perimeter and is open to the general public. The Contract Duration is six hundred sixty (660) calendar days from Contract Award. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Construction and Industrial Building Construction. TYPE OF SET-ASIDE: This acquisition will be a Full and Open competitive procurement. SELECTION PROCESS: This is a Two-Phase procurement. In Phase I, this process requires potential Offerors to submit their performance and capability information initially for review and consideration by the Government. Following the review, evaluation and rating of the Phase I proposals, the Government will select a maximum of THE five highest-rated Offerors to receive the technical requirements package and provide a Phase II technical and cost proposal for consideration by the Government. The results of the Phase I review will be posted on this website. The Phase 2 technical information received from the selected contractors will be reviewed, evaluated, and rated by the Government. The final evaluation rating used for comparison, selection, and award will reflect the evaluation rating received in Phase 2 only. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $25,000,000 and $50,000,000, in accordance with FARS 36.204. The target ceiling for this contract is approximately $41,800,000. Offerors are under no obligation to approach this ceiling. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 16 May 2013. Actual dates and times will be identified in the solicitation. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
