- REQUEST FOR INFORMATION 1.0 Introduction The Department of Veterans Affairs' (DVA) Strategic Acquisition Center (SAC) is issuing this Request for Information (RFI) as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Fully Powered and Motorized Stretchers. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334510, Electromedical and Electrotherapeutic apparatus manufacturing. Fully Powered and Motorized Stretchers The SAC in conjunction with the Veterans Health Administration (VHA) is seeking qualified sources to provide Fully Powered and Motorized Stretchers to be used throughout the Lake Nona Medical Center, Orlando FL. These motorized stretchers are required to provide employees safe movement of patients throughout the facility and provide a safe working environment for employees. 2.0 Requirements The scope of the Fully Powered and Motorized Stretchers procurement includes being able to provide motorized stretchers, with various accessories that go along with each type of stretcher, such as gynecology, optometry and trauma. The scope includes the stretchers being mechanical lifting devices which reduce manual lifting on patient and clinical staff. The Government is seeking devices that meet the specified technical requirements. Specifically the device should at a minimum meet or exceed the following: A.Fully retractable electrical cord. B.Electric head-end lift and knee gatch. C.Side-rail-mounted patient satisfaction controls which allow patients to control their own comfort. D.Recovery chair position that allows caregivers to place patients in an upright position during recovery and for other specific treatments. E.Motorized drive system that virtually eliminates pushing, pulling and steering. F.Battery life that ranges from 16 - 24 hours. G.Dual articulating head rest that allows the clinician to maneuver a patients head in a multitude of positions. H.Built-in bed exit alarm to alert staff of patient fall or flight. I.Pressure re-distribution mattress. J.Warranty: One year parts/labor The DVA is currently conducting market research to determine knowledgeable, qualified, experienced, and interested potential sources capable of providing the product described herein. The information requested by this RFI will be used by the DVA to facilitate decision making. This RFI is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The DVA will NOT be responsible for any costs incurred by interested parties in responding to this RFI. 4.0 Capability Statement If your firm has an interest in responding to the requirement described above, please provide a Product Capability Statement which demonstrates capabilities of your product related to the specific technical capabilities of Fully Powered and Motorized Stretchers described above. Request that each specification identified as part of this requirement be addressed specifically in your product capability statement. 4.1: Please identify the following within your submission a. Company Name b. Business Size (any designation (SB,SDVOSB, 8a etc.)) c. Product Name and part number d. Product Specifications e. How product specs meet or exceed Governments technical specs. f. POC (Name, number, e-mail) Interested parties shall submit a Product Capability Statement not exceeding 10 single-sided, type-written pages using 12-point type or larger. The page limit does not apply to advertising material such as company brochures and catalogs. If there is any information you deem proprietary, please mark accordingly. 5.0 Disclaimers The government will evaluate market information to ascertain potential market capacity to: 1) Provide the commodity consistent in scope and scale with those described in this notice and otherwise anticipated; 2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) Implement a successful project management plan that includes: compliance with delivery schedules; and meeting the rigid listed specifications. BASED ON THE RESPONSES TO THIS RFI, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 6.0 Instructions/Questions Interested parties who consider themselves qualified to deliver the above-listed commodity are invited to submit a response to this RFI by May 09, 2013, by 2:00PM, ET.
