REQUEST FOR INFORMATION Operations Balanced Scorecard VA741-13-I-0169 Introduction: THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All information received in response to this RFI that is marked as proprietary will be handled accordingly. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification. Overview: The Department of Veterans Affairs is performing market research for a potential requirement entitled "Operations Balanced Scorecard." The consultation contract would provide the Veterans Health Administration division with tools to measure and improve performance efficiency. The VA is seeking to identify businesses capable of performing the work described below. Special emphasis is placed on identifying small businesses, veteran owned and disabled veteran owned small businesses. Summary Scope of Work The concept of a balanced scorecard has been widely adopted by healthcare organizations. This type of instrument provides senior management a framework for managing complex and rapid change. The efforts of balanced scorecards are focused toward achievement of the system's mission and addressing program and service area weaknesses. The VA obtained similar services in 2011 under a project called Fiscal Glidepath. The Fiscal Glidepath (Balanced Scorecard) is a mature, robust and deep measurement tool that provides local, network and headquarters leadership with critical, timely information about performance efficiency. The level of analysis was achieved by identifying specific areas of focus, addressing gaps, coordinating and facilitating subject matter expert (SME's) discussions. Discussion content included identifying strategies and opportunities for increased efficiency and productivity along with consideration of alternative methods of service delivery. Approaches that maintain or improve quality of care and have no or minimal impact on access were considered. Source data was transparent, identified and validated. A balanced scorecard is a popular approach to performance management blending strategies and vision to promote continuous improvement and team rather than individual accountability. It is intended to provide a snapshot of the organization's performance that is easy to understand. Scope of Work: The purpose of this contract is to provide in depth review and analysis in each segment of the Veteran's Health Administration (VHA) Balanced Scorecard. Results of the consultation include identifying metrics and associated data sources, completing a training and communication plan along with a proven, ongoing measurement review process. There will be a plan to enable each segment of the Balanced Scorecard to establish robust sub-segment and to have detailed metrics supporting each sub-segment. A preliminary report will be provided for initial feedback and review along with a final report upon the conclusion of the contractor's work. The contractor shall provide all resources necessary - including, but not limited to personnel, equipment, tools, supervision, and services - to accomplish the deliverables such as key meetings and meeting minutes, preliminary and final reports. Travel to some meetings will be required. Key personnel must have experience in healthcare efficiency consultation. These individuals shall have experience in the analysis of utilization rates and cost data, benchmarking, best practices, and a mix of private sector and VA experience. 1. Design and Implementation of Sub-Segments. The contractor shall review the following existing segments and the detailed metrics within: a)Workforce b)Patient Satisfaction c)Quality d)Timeliness (Access) e)Safety 2. Training and Communications. The contractor shall develop training and communication plans for leadership committees, local and facility staff. The contractor will not be providing the training, on a training plan for implementation by the VA. 3. Ongoing Measure Review Process. The contractor shall produce an ongoing measurement review process that introduces performance data reviews. This process shall provide VHA with an approach to engage in underlying data quality assessments of the data feeding the underlying metrics of the Balanced Scorecard. SPECIFIC RESPONSE INSTRUCTIONS: Please submit your RFI response to in accordance with the following: 1) No more than 15 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; 2) Address each of the 7 sections described below; 3) Submit your response via email to rhonda.horner@va.gov and to diane.chinea@va.gov; 4) Submit your response by 2:00 P.M. MST on May 9, 2013; 5) Mark your response as "Proprietary Information" if the information is considered business sensitive. 6) NO MARKETING MATERIALS ARE ALLOWED AS A PART OF THIS RFI. The Government will not review any other information or attachments included, that are in excess of the 15 page limitation. Information Requested from Industry: In response to the RFI, interested contractors shall submit the following information: 1.Company Information/Socio-Economic Status - a.Provide the company size, the CAGE code, and the POC information (name, email address, telephone, and fax numbers). a.VA has identified the appropriate North American Industry Classification System (NAICS) code of 541611 Management Consulting Services, 541611 Administrative management and General management Consulting Services which has a size standard of $14.0 million for this RFI. In addition, we will be seeking responses from GSA FSS Schedule Holders in 874 Mission Oriented Business Integrated Services (MOBIS), SIN 874 1 Integrated Consulting Services. Please identify and explain any other NAICS code your company believes would better represent the predominate work described in the scope of work above. b.Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and/or partners registered in VA's VetBiz repository? 2.Background/Past Experience - Provide the following information on a maximum of three prior consulting projects in a healthcare environment completed within the last three years for which the responder was a prime or subcontractor. a.The name, address, and value of each project b.The Prime Contract Type: Firm Fixed-Price, Cost Reimbursement or Time and Material c.The name, telephone and address of the owner of each project d.A description of each project, including difficulties and successes e.Your company's role and services provided for each project. 3.Capabilities/Qualifications - Overview of proposed solution(s). Include a description of the capabilities/qualifications/skills your company possesses for each of the below statements: a.Assessment of capabilities to perform all the requirements summarized in the scope of work paragraph above. b.Prior balanced scorecard (Fiscal Glidepath) efforts resulted in implementation of a "dashboard" to aid management in improving processes, please explain how you can achieve similar results. c.Assessment of the types of changes required to accomplish the goals. d.Approach to be utilized to develop necessary changes to the systems to meet the organizational goals. e.Draft schedule to complete necessary changes. f.Potential contractors must meet all the VA Information Technology and security requirements that will be involved in their process; to include secure connectivity to the VA network and privacy protection requirements. Please describe how you will achieve this requirement. 4.Teaming Arrangements - Description of Teaming Partners, Joint Ventures that your company would consider to perform the work. 5.Price information - Provide your commercial price history and rough order of magnitude for the same or similar products/solutions. 6.Other Market Information - Provide any other relative information, however this information must be included within the 15 page limitation. 7.Other Federal Experience - Identify the federal contract vehicles to which you are party.
