Description
Thermal and Thermokinetic Analysis of Materials 1.Background: 1.1Thermal analysis of materials is routinely performed in the laboratories at ARDEC. These can be polymers, composites, or other advanced materials. Thermal measurements can be thermogravimetric analysis (TGA), differential scanning calorimetry (DSC), dynamic mechanical analysis (DMA), etc. These measurements allow the determination of properties such as glass transitions, thermal degradation temperatures, heat of fusion, etc. The additional analysis capabilities of this vendor provide a complimentary suite of analysis tools that can provide crucial data of interest to ARDEC. 1.2In addition to thermal analysis data collection capabilities, this vendor provides powerful Thermokinetic software that allows the analysis of thermal data. The kinetic analysis provides kinetic parameters, e.g. number of steps, contribution of each step to the total effect of the process, such as step enthalpy or mass loss, reaction type, activation energy and reaction order for each step, and pre-exponentials. This information can be used to solve problems of prediction or optimization. 2.Scope: 2.1The contractor shall supply Thermokinetic software. 2.1.1 The software maintenance shall include at a minimum the following: all updates, bug-fixes, patches, telephone technical support and upgrades of the current Thermokinetic software. Software support/maintenance should be made available and downloadable via the internet. 2.2In addition, the contractor shall provide thermal analysis testing equipment and services to include, but is not limited to, the following: 2.2.1Thermogravimetric analysis (TGA) 2.2.2Differential Scanning Calorimetry (DSC) 2.2.3Dynamic Mechanical Analysis (DMA) 2.2.4TGA- Mass Spectrometry (TG-MS) 2.2.5TGA-Infrared Spectroscopy (TG-FTIR) 2.2.6Thermal Diffusivity and Thermal Conductivity 2.2.7Dilatometry 2.2.8Dielectric Analysis 2.2.9Training 3.Special Requirements: A.Under the Blanket Purchase Agreement (BPA), credit card purchases are made for Commercial Off-The-Shelf (COTS) items. This includes any of the vendor's testing services, equipment, software, or training services. Government only requires that vendors provide certifications that substantiate that the product is in conformance with vendor's representations of the product for BPAs. B.The Contractor shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., film, tape, document), pertaining to any part of this contract or any program related to this contract, unless the Contracting Officer has given prior written approval; or the information is otherwise in the public domain before the date of release. Requests for approval shall identify the specific information to be released, the medium to be used, and the purpose for the release. The Contractor shall submit its request to the Contracting Officer at least 45 days before the proposed date for release. The Contractor agrees to include a similar requirement in each subcontract under this contract. Subcontractors shall submit requests for authorization to release through the prime contractor to the Contracting Officer. 4.Reports/Deliverables: 4.1 Vendor shall furnish a report detailing testing results upon completion of tests in accordance with DI-MISC-80508B. 5.Applicable Documents: 5.1 American Society for Testing and Materials (ASTM) standards 6.Schedule: 6.1 The credit card order delivery shall be less than 45 days.
