The Government intends to award to the responsible contractor whose offer represents the best value to the Government considering Technical, Past Performance, and Price Related factors. As a result, the Government intends to award a Single Award Contract. The Contractor must be registered in the System for Award Management (SAM), located at http://www.sam.gov. The documents are limited distribution (Distribution D) and will not be made available unless approval is granted. Interested contractors must be registered in SAM and the Joint Certification Program (JCP) in order to receive access. Information about the JCP is located at http://www.dlis.dla.mil/jcp. The solicitation will be available for download on or about 17 May 2013. Interested parties can download the solicitation from the two websites listed above, for no hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO and NECO websites for amendments that may be issued to this solicitation. Closing date will be on or about 17 June 2013. When the solicitation is available, all responsible parties may submit a proposal for this procurement which will be considered by the Government. This is not a Request for Proposal. If any interested parties have questions concerning this Government procurement please contact, Ms. Miriam Hornbuckle, Contract Specialist, at the following points of contact: Phone number: 812-854-2637; Fax number: 812-854-4355; Email Address: miriam.hornbuckle@navy.mil. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Please reference the above solicitation number when responding to this notice.
