Description
REQUEST FOR INFORMATION VA 701-13-I-0162 HI 13-37 Human Factors Engineering This Request for Information is for planning purposes only, at this time, and shall not be construed as a solicitation or as an obligation on the Department of Veterans Affairs. The Department of Affairs, Veterans Health Administration, Office of Health Information is seeking interested sources (contractors) for a future solicitation and procurement to provide Human Factors Engineering Services. Veterans Health Administration (VHA), Office of Informatics and Analytics (OIA), Health Information (HI), Human Factors office (HF) desires to return the end user, both Veteran and clinician, to the center of application design activities and to ensure that all software, purchased or developed in-house, provides a highly satisfactory user experience. To this end, the HF office has been established to develop and maintain tools, methods, resources and expertise needed to support user-centered design and usability testing of next generation health information technology (HIT) software and devices. The HF office will optimize both clinician and Veteran user experience with HIT by designing system user interfaces (UI) that enhance effectiveness, minimize mental load, support clinician decision making, maximize clinical workflow efficiency, improve patient safety, and enhance quality of care. The VHA has several large on-going initiatives, projects and other efforts that require the continuous presence of human factors engineering support to design studies and enable these groups to optimize the application of Human Factors Engineering (HFE) principles. VHA has a defined set of human factors engineering methods (services) and reports across key areas of engagement. The purpose of this contract is to obtain Human Factors Engineering support for the VHA, OIA, HI, HF office. This support will enable the continued provisioning of human factors services by the HF office to other VHA program offices. The following scope is representative of what be required. The contractor shall provide professional technical services by applying what is known about human capabilities and limitations within the public healthcare community and the VHA best practices in healthcare user-centered design and usability to the design of products, processes, systems, and work environments. The contractor shall integrate usability engineering expertise in project planning and management, including business requirements artifacts, technical/system requirements, design and testing. The contractor shall assist in determining throughout the IT product development life cycle, whether intended users will be able to operate planned IT systems effectively and efficiently. The contractor shall also provide usability evaluation expertise starting with the operational requirements specification, through prototypes of the user interfaces, through iterations of usability testing, and through manual and automated feedback after the system has been deployed. The contractor shall execute Human Factors Engineering activities in accordance with published HFO methods, processes, and report formats (see Appendix A). The contractor shall provide a broad range of services, consistent with VHA's methods in the human factors engineering areas outlined below. oUser Needs and Context Analysis: the capture, interpretation, and articulation of end user needs, contextual constraints, and requirements for optimizing VHA clinical workflow. oUser-Centered Design: the development of highly usable health IT systems based on the practice of having user experience, as opposed to technical features, be the focus system design. This service area will produce design and usability assessment artifacts. oStudy design: uses formal engineering methods to ensure that human factors principles are applied in studies and projects. oCapability development and knowledge sharing: the development of new human factors capabilities and their application in VHA. This area also includes the dissemination of tools, methods, and best practices for use in VHA. While any VHA organization, program, or project is a candidate for support through this contract, it is intended to support primarily the areas listed below: oiEHR - Develops the integrated electronic health record for use by VA and Department of Defense. oVA Legacy Systems - Consists of program offices that maintain and enhance VHA's health IT systems, specifically the Veterans Health Information Systems and Technology Architecture (VistA) and the Computerized Patient Record System (CPRS). Because this is a Request for Information announcement, no evaluation review letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. Respondents will be notified of the results of the review. The Government reserves the right to consider small business, SDVOSB, VOSB or (8) set-aside based on the responses received. All responses must include the following information: Company name, cage code, CCR number, GSA Schedule Contract Number, Dun & Bradstreet number, company address, Point of Contract name, phone number, fax number and e-mail address. The subject line of the correspondence should clearly display the Request for Information Number. Also, please provide the following information in your response: Past Experience - Provide the following information on a maximum of three similar projects completed within the last five (5) years for which the responder was the prime contractor. A project is considered similar if the contractor provided support during the development lifecycle, preferably in a health systems environment. oThe name, address, type and value of each project oThe name, telephone and address of the owner of each projects. oA description of each project, including difficulties and successes oThe firm's roles and services provided for each project. Capabilities/Qualifications - Provide the following information for each functional area listed in the requirements area above. oDescription of the capabilities/qualifications/skills your company possesses to perform task orders under each functional area. oResumes of key personnel for each functional area (one person may be listed as key personnel in more than one functional area) Business size standards - Vendor shall provide the following information regarding their company: oWhether they are a small business, HUB Zone small business, service-disabled veteran-owned small business, veteran-owned small business, woman-owned small business or small disadvantaged business and their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to this information requested will assist the Government in determining whether a set-aside is possible. It is requested that interested contractors submit an electronic submission of no more than five (5) pages in length, single spaced and 12 point font minimum that addresses the above information. Resumes do not count as part of the submissions. Be sure to include the Request for Information number in the subject line of the email. Submissions shall be received no later than 4 p.m., Eastern Standard Time on 5/09/2013. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITION.
