- GENERAL INFORMATION INTRODUCTION: This notice is a request for information (RFI) and is not a request for proposals (RFP). The government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Background: In 2005, the NLM joined with the Veterans Administration (VA) to create a digital photographic inventory of the oral solid-dose prescription formulary of the VA Centralized Mail Order Pharmacy, one of the largest pharmacy operations in the world. Over digital images of over 800 medications were recorded including the front (obverse) and back (reverse) sides of each sample. The raw data was processed by NLM, segmenting or isolating the sample from its background, using the fiducial frame to make accurate measurements of the dimensions of the sample, and extensive color analysis of the sample. The VA has used the resulting collection as a resource for their internal operations, while the NLM has begun the construction of a comprehensive online resource for the rapid identification of prescription medications in the form of tablets and capsules. In 2009, NLM expanded this collection to include a much wider range of prescription tablets and capsules. NLM joined the U.S. Food and Drug Administration (FDA) through an inter-agency agreement to carry this work forward. In 2010 a complementary effort, the Computational Photography Project for Pill Identification was launched to provide the infrastructure for computer vision research in image-based search of prescription tablets and pills. To date, images of over 1,500 products have been captured to support these multiple efforts, and a recommended image specification, SPLIMAGE, has been generated in support of the FDA's Structured Product Labeling (SPL) initiative. Description: The purpose of this procurement is to obtain R&D Support services for the project described above. The goal is to generate the techniques for a validated and verified digital photographic data collection, exercise these procedures in the cataloging of the nation's formulary of oral solid-dose medications, transmitting the collection to the NLM for distribution to manufacturers and to the public. The objectives of this effort are to 1) acquire or purchase if necessary samples of prescription oral solid dose formulations of medications (called "samples" for the purposes of this discussion), receive samples, track, document and photograph samples. The samples will either be obtained by the contractor or sent voluntarily by pharmaceutical manufacturers, 2) perform image processing on the resulting images, record the resulting metadata, and submit a processed image back to the NLM and, 3) dispose of the samples in an environmentally and legally appropriate manner. Optional work: A supplemental project may be awarded as an option to 4) create a test data collection from the digital images that are correctly identified to promote computer vision algorithms for the automatic and rapid identification of solid-dose pharmaceuticals. The images in the test data collection will likely include digital photographs of the solid-dose pharmaceutical samples under a variety of lighting conditions and across a diversity of equipment but correctly identified and correlated with the same samples. Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills, and ability to fulfill the Government's requirement. The capability statement should be complete and contain sufficient detail for the Government to make an informed decision regarding capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's business type and size; DUNS number; NAICS code, and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 1:00 pm local prevailing time on Thursday, May 9, 2013 to Suet Vu at vus@mail.nih.gov. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate.
