Description
The Defense Threat Reduction Agency (DTRA) Joint Science and Technology Office (JSTO), the Advanced Design and Manufacturing Division (ADM) of Edgewood Chemical Biological Center (ECBC), and the University Multispectral Laboratories (UML) will host an UNCLASSIFIED Industry Day for market research of robotics capabilities and platforms during the week of 24 June 2013. This event will be the first of two to be held at the UML Test Facilities in Ponca City, OK. Competing robotic platforms will be judged on their ability to navigate certain obstacles using predetermined evaluation criteria. The purpose of this project is to revolutionize sensitive site assessment / exploitation (SSA-SSE) tasks by working with an industry partner and enabling a highly mobile robotic systems to perform dexterous tasks with increasing autonomy. The best performer of these events will be selected to work with ECBC in the development of one full-scale, prototype robotic platform and delivery system. This event will allow vendors to demonstrate their robot platform capabilities by traversing a test-bed which simulates environments that the robot may encounter during a mission. Vendors can expect to be asked to maneuver their robots on various natural and artificial surfaces such as gravel, dirt, grass, asphalt, metal sheeting, concrete, and/or tile. Robots will also be expected to pass over, under, and around several obstacles: plumbing or electrical conduit, two-foot walls or platforms, stairs, and drops. Successful performance at this event will earn the vendor an invitation to the second, follow-up event during which the robotic communications will be tested. Vendors will receive detailed information on the test bed at least two weeks before the event. If requested, vendors may schedule a thirty-minute practice session the day before the competition. The schedule will be as follows: Tuesday, 25 June: Arrive / Practice Wednesday, 26 June: Phase I Rodeo Thursday, 27 June: Evaluate & Down-Select Participating vendors will be invited to give a brief of their systems for no more than 15 minutes. After which, the vendors will have up to two hours to complete the test bed. Each vendor must have a platform at the time of the rodeo to participate in the briefing and to attempt the test bed. A robot may have up to three attempts for each obstacle. All tests will be video recorded for further evaluation. Vendors will not be allowed in the testing area outside of their allotted timeslot, nor will they be allowed to view test footage from other vendors. Contracting personnel who support the Government will be present during the testing periods. These personnel have signed a Non-Disclosure Agreement with the Government. All attendees to the Industry Day must be pre-approved by the Government. Due to limited space, a maximum of three (3) individuals per company may attend. To request approval, follow the procedures listed below: a) Industry Day: The vendor's point of contact (POC) to email Alena Bortkiewicz with the names of the individuals to attend the Industry Day. b) Information Sheet: Complete the attached form to describe the robotic capability that your company wishes to display. c) Deadline: Submit all requests by 15 May 2013. Alena Bortkiewicz will reply with receipt confirmation. d) Video Interview: To prove basic qualifications are met, vendors will be required to participate in a brief video teleconference prior for the formal participation approval. This video teleconference shall be at most 15 minutes. The purpose of the video interview is to document that a robot platform exists, can operate without being tethered, can right itself when placed on its side, and can hop or climb onto a one-foot step. The video interview will be scheduled at the time of receipt confirmations. e) Approval: After reviewing the Information Sheet and the Video Interview, the vendor's POC will receive an approval or disapproval notice. Along with the approval notice, the vendor will receive a detailed information packet on the full test. f) Questions: Vendors may direct questions to Alena Bortkiewicz at any time. This notice is being issued for planning and information purposes only. It does not constitute a solicitation, nor can this be construed as commitment by the Government. The Government will not pay for any effort vendors expend in responding to this notice or participation in this event (including attendees travel costs). The Government will not accept proposals as a result of this notice. Meals / refreshments will not be provided at this event. Please reference the above solicitation number when responding to this notice. No requests for approval will be accepted after 15 May 2013.
