Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The 161st Air Refueling Wing intends to establish a Blanket Purchase Agreement (BPA) with one or more hotels in the Sky Harbor IAP area to satisfy lodging requirements for people during Unit Training Assembly (UTA) weekends. This BPA(s) will have a period of performance of five (5) years. Total Period of Performance: 31 May 2013 - 29 May 2018 Quoted pricing must be provided per the following seasonal periods: City: Phoenix/Maricopa County Dates: 1 January - 31 May 1 June - 31 August 1 September - 30 September 1 October - 31 December Please include your CAGE in your quote. UTA dates will be provided by the Contracting Officer's Representative (COR) after award of the BPA(s). See Statement of Work dated 30 April 2013 which is attached. Wage Determination shall apply and is also attached. Lodging Facilities must be located within as close as possible to Sky Harbor IAP, Phoenix, AZ. The Government will not pay more than the annual rates allowed for in the Joint Federal Travel Regulation. Preference will be given to hotels offering rates at or below per diem rates. All vendors must be U.S. Fire Administration/FEMA compliant. Vendors have 14 days to respond. Responses will not be accepted after 4:00PM Arizona Local Timer on 17 May 2013. All hotels within the competitive range will be inspected before BPA is awarded. Also, inspections will be done throughout the year. Any vendor desiring to be considered for award must submit their company's capabilities to meet the attached Statement of Work and proposed room rates to the 161st Base Contracting Office, Arizona Air National Guard, 3200 E. Old Tower Road, Phoenix, AZ 85034-7263. All questions and quotes must be directed to POC. The North American Industry Classification System (NAICS) code for this work is 721110. The small business size standard is $7 million. This is a total small business set aside. All responsive quotes will be considered. Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. There is no minimum or maximum guaranteed quantity. All calls/orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list. The Government will not be issuing a formal Request for Proposal (RFP) because this notice will result in BPAs. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. The government reserves the right to request a site visit with any offeror. Failure to comply with a site visit might disqualify a vendor from consideration.
