Description
Department of Labor Wage Determination Bid schedule Exhibit pricing list Grounds Performance Work Statement SF 1449 Grounds Solicitation Pricing Per Unit This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13.5, "Test Program for Certain Commercial Items." Solicitation number FA4419-13-T-0101 is hereby issued as a Request for Proposal (RFP). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 effective 1 Apr 2013. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 561730, with annual gross revenue not to exceed $7 million. A Firm-Fixed Price purchase order will be issued in writing. No telephonic responses will be allowed. NOTICE OF FUNDS UNDER A CONTINUIING RESOLUTION Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. BASIS FOR AWARD IN ACCORDANCE WITH SF1449: This is a competitive best value acquisition utilizing simplified procedures authorized by FAR 13.5, "Test Program for Certain Commercial Items." For quotations determined technically acceptable, a best value selection based on price and past performance will be made. An offeror will be determined technically acceptable if no exception is taken to the specifications and requirements of the RFQ. Award will be based on both price and past performance. Each offeror's quoted price will be evaluated for reasonableness. Price will be an important factor; therefore, offerors should make diligent efforts to control cost and submit fairly priced quotes. Past performance will be evaluated based on relevancy (size/scope/complexity), quality of product/service, timeliness of delivery/performance and business relations (customer service). To be considered for award an offeror must have a satisfactory or better past performance record based upon information available to the contracting officer [normally the Contractor Performance Assessment Report (CPAR)] and offer a reasonable price. The offeror may be asked to submit references that can provide relevant past performance information if the contracting officer cannot locate CPAR information. Award may be made to other than the low offeror when, after evaluating past performance, the contracting officer determines it to be in the government best interest. BIDDER INSTRUCTIONS IN ACCORDANCE WITH SF1449: 1. Offeror shall propose on all Contract Line Item Number (CLINs) 0001 thru 0018, 1001 thru 1028, 2001 thru 2028 via SF1449 Solicitation, attachments labeled "Attachment 2: Bid Schedule". Attachment 4: Exhibit A-Plant Pricing List, and Attachment 5: Exhibit B-Pricing Per Unit. Any offer that fails to cite a price for each item or fails to make an entry that indicates service will be provided at no charge may be rejected as nonconforming to this solicitation. 2. Offeror must complete the following clauses in its entirety: **52.219-28, Post Award Small Business Program Representation (Apr 2012) **52.219-1, Small Business Program Representations (Apr 2012) 3. Offeror must have a current SYSTEM FOR AWARD MANAGEMENT (SAM) registration completed. Registration at: https://www.sam.gov/ 4. The government reserves the right to make award on the lowest price technically acceptable quote without discussions. 5.
