Description
Notice of Contract Action: Intent to Limit Competition (Reference FAR Part 5.201) The Air Force Life Cycle Management Center, Theatre Battle Control Division intends to issue a solicitation for contract award on a limited competition basis for the Engineering & Manufacturing Development (EMD), Low Rate Initial Production (LRIP) and Initial Contractor Support (ICS) of the Three Dimensional Expeditionary Long Range Radar (3DELRR) system. The 3DELRR Program will produce and field the radar system for the United States Air Force (USAF) that meets the Service's theater battle space awareness needs in the current and forecasted threat environment. 3DELRR will be the principal USAF long-range, ground-based sensor for detecting, identifying, tracking, and reporting aerial targets for the Joint Force Air Component Commander (JFACC) through the Theater Air Control System (TACS). It will replace the legacy USAF AN/TPS-75 radar system that is becoming unsupportable. The Government anticipates release of the Request for Proposal by late July 2013 and contract award in March 2014. The Government intends to award a contract following a competitive best value source selection based on written proposals and oral presentations limited to the incumbent prime contractors for the Pre-EMD period of the 3DELRR Technology Development Phase: Lockheed Martin Corporation; Northrop Grumman Systems Corporation; and Raytheon Company. The Government has determined to limit competition in accordance with 10 USC 2304(c) as implemented by FAR 6.302 (FAR 6.302-1(a)(2)); Only a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The Pre-EMD contractors have developed full-scale prototype 3DELRR systems through Preliminary Design Review. Other contractors would require additional development costs which could not be recouped by the Government through full and open competition. A Justification and Approval for Other Than Full and Open Competition for this action will be posted to FedBizOpps within 15 calendar days of contract award. Other entities believing that they have the capability to fulfill the requirements of this acquisition must contact the Procurement Contracting Officer via email at elizabeth.damato@hanscom.af.mil no later than 15 calendar days after the date of this synopsis (03 May 2013). A Presolicitation Synopsis will be transmitted to FBO at least 15 calendar days prior to the Government's intent to release the final Request for Proposal for the 3DELRR EMD, LRIP and ICS solicitation. This NOCA is for informational purposes only and does not constitute a Request for Proposal.
