- Attachment D - Nondisclosure Agreement Attachment C - Past Performance Attachment B - Statement of Work Applicable Clauses The Department of Education's (ED), Facilities Services' (FS) office is responsible for the space planning, design, relocation, and related analytical support services for the ED occupied space in 9 buildings in the Washington, DC metropolitan area and 20 buildings in regional locations throughout the United States and Puerto Rico. Included in FS's tasks is to provide the highest quality physical work environment for ED employees. FS is responsible for planning, establishing, directing, controlling, and implementing policy, standards and procedures governing all aspects of the following functions: space planning and management, facility management, rent, service calls, moves, furniture acquisition and disposal, warehouse management, and property management and inventory. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. The principal place of performance shall be at the Department's Lyndon Baines Johnson Building (LBJ) located at 400 Maryland Avenue S.W., Washington, DC 20202. This acquisition is being conducted under the procedures of the Test Program for Certain Commercial Items as authorized by FAR Subpart 13.5. Clarification questions must be submitted by May 7, 2013 at 10:00 AM, E.S.T. Any questions must be submitted electronically to the attention of Matthew.Healey@ed.gov, Contract Specialist, with a concurrent copy to Desandre.Woodard@ed.gov, Contracting Officer. This is 100% set-aside for 8(a) small businesses. The small business size standard is $7,000,000 for this NAICS code. Below is a list of contract line item numbers including options: CLIN 0001 - Base Period (July 16, 2013 - July 15, 2014) CLIN 0002 - Option Period 1 (July 16, 2014 - July 15, 2015) CLIN 0003 - Option Period 2 (July 16, 2015 - July 15, 2016) CLIN 0004 - Option Period 3 (July 16, 2016 - July 15, 2017) CLIN 0005 - Option Period 4 (July 16, 2017 - July 15, 2018) The Department anticipates awarding this requirement as a fixed-priced contract with indefinite quantity, indefinite delivery ordering provisions. All interested 8(a) small businesses are requested to submit a written quotation which will be considered by the Department. Quotations may be submitted on a company letterhead. Quotations shall include the solicitation number, company name, point of contact, address, phone number, email, fax number, tax identification number, DUNS number, and size status (e.g., Small Disadvantaged Business, HUBzone, Woman Owned Small Business, Etc.). Offers must be valid for 75 calendar days after submission. Technical volumes are limited to 35 pages, including cover page. Submissions are due by May 22, 2013 at 10:00 AM, EST and shall be emailed to Matthew.Healey@ed.gov and Desandre.Woodard@ed.gov. Information concerning the evaluation of offers, solicitation provisions, and contract clauses are contained in Attachment A, Applicable Clauses. Information pertaining to the Department's requirements is in Attachment B, Statement of Work. Attachment C is a copy of the Past Performance Questionnaire. Please note that offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items and 3452.209-71 - Conflict of Interest Certification. In addition, the offeror must identify key personnel and the contract administrator as required by the EDAR clauses incorporated by reference. This solicitation and its corresponding clauses are those in effect through Federal Acquisition Circular Number 2005-66.
