- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Under this quotes are being requested and a written solicitation will not be issued. The solicitation number is TIRNE-13-Q-00033, which is being issued as a Request for Quotation(s). The Internal Revenue Service, Procurement, Office of Business Operations, Field Operations Branch - Northeast will be entering into a 100% Small Business Set-Aside Commercial Item Procurement using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 05-24. This requirement is unrestricted for the North American Industry Classification System Code (NAICS) is 561621 and the Small Business Size Standard is $11.5 Million. Award for all items under this solicitation will be made to one responsive/responsible vendor only, based upon price and ability to demonstrate in writing with its offer that it is as of the date and time set for receipt of offers. Contractor must be registered in the System for Award Management (SAM) at www.sam.gov in order to be awarded this contract. TECHNICAL EVALUATION The Government will award a contract resulting from this solicitation to the responsible offeror whose offerconforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award the Task Order to other than the quoter with the lowest price. The evaluation of quotes will be based upon a complete assessment of the quoter's quote. The factors will be evaluated as described below on a greatest value basis. Selection will be determined on the basis of the following: 1. How well a proposal satisfies the evaluation criteria below; 2. The strengths, weaknesses and risks a quote presents to the Government; and 3. Evaluation of the quotes relative to the proposed prices to the quoter's. Basis for Award: Award will be made to that offeror whose quote/proposal contains the combination of criteria offering the best overall value to the government in accordance with FAR Part 13. This will be determined by comparing differences in the value of the technical features with differences in the offeror's prices. In making this comparison the government is more concerned with obtaining superior technical features than with making an award at the lowest overall price. The criteria are presented in descending order of importance. These should be related to the requirements in the Statement of Work. The factors are identified as 1 through 3. Factors 1 through 3 have sub criteria under them. All sub-criteria are of equal importance. The Government may make award without conducting discussions. The following factors shall be used to evaluate offers: 1. Technical Background, Knowledge & Experience, is broken down as follows: a Experience and track record with similarly sized government agencies and private corporations; b. Experience and track record with greater or similar access control systems; c. Experience and track record with similar implementation; secure access for both licensed users and respondents; population/survey management; ability to generate samples, surveys, reminders, and email alerts to address designated responses; etc. as described in the Statement of Work 2. Past Performance, is broken down as follows: a. Customer testimonials and references: including Hirsch Access Systems and related work experience. b. Provide a copy of Offeror Open Rating Report (past performance report). c. Server response time for opening/displaying reports 3. Usability/Functionality, is broken down as follows: a. User-friendly, intuitive interface for input/output: including creation, design, revision, and use of Hirsch access control system, reports, and general raw data retrieval. b. Simple to use tools for population/Hirsch access control system management including: import of population data; identification, of potential respondents who have received surveys; reminders; real time notification of problems or requests for contact; etc. c. Help Desk availability during usual business hours to handle simple questions relating to "how do I...," accessibility, or server problems. d. Ability to administratively assign/reassign available user performance to different users and determine level of access of users to responses, etc. Non-Price factors combined or individually are significantly more important than Price. Price will be evaluated in comparison to all offers received in response to the request for quote and Government Estimate. Past performance will be rated Neutral if the offeror has no record of Past Performance. EVALUATION RATINGS The Government will evaluate technical proposal information/responses. Each rating area will be assigned one of four ratings as listed below. The sub factors will also be assigned a rating. The offeror may also be rated Neutral in the area of Past Performance. Factors 1, 2 and 3 will be rated according to the below criteria. Adjectival technical scoring will be as follows RATING GUIDANCE Quoter's' responses to the factors will be rated using the following scale: RATING/DEFINITION Exceptional A comprehensive and thorough quote of exceptional merit that meets all stated requirements (i.e., does not take issue with or ignore terms and conditions) and offers significant advantages to the Government. Presents no foreseeable or identifiable risk of failure or problems during Task Order performance. Is complete in terms of the basic content and level of information the Government seeks for evaluation (i.e., complies materially with the quote preparation instructions of the RFQ. Contains no weaknesses or excesses. Very Good A quote that meets all stated requirements (i.e. does not take issue with or ignore material terms and conditions). Offers advantages to the Government and Presents little foreseeable or identifiable risk of failure or problems during Task Order performance. Is complete in terms of the basic content and level of information the Government seeks for evaluation (i.e., complies materially with the quote preparation instructions of the RFQ). Contains no weaknesses or excesses. Good A quote that meets all stated requirements (i.e., does not take issue with or ignore material terms and conditions) for the factor without weaknesses. Presents moderate risk of failure or significant problems during Task Order performance. Is complete in terms of the basic content and level of information the Government seeks for evaluation (i.e., complies materially with the quote preparation instructions of the RFQ). Contains no deficiencies or significant weaknesses or excesses. Contains no weaknesses or excesses except those that are minor and easily correctable. Poor A quote that does not make clear that it meets all stated requirements OR presents severe risk of failure or significant problems during Task Order performance OR is adequate in terms of the basic content and level of information the Government seeks for evaluation OR contains deficiencies and significant weaknesses, but, which appear to be susceptible of correction through discussions OR any combination of the above. Unacceptable A quote that fails to meet the stated requirements (i.e., takes issue with or ignores material terms and conditions) OR lacks essential or conflicting or unclear information or any combination of these three OR presents an almost certain risk of failure or significant problems during contract performance OR contains deficiencies which do not appear to be susceptible of correction through exchanges, including discussions, OR any combination of the above. Neutral The offeror will not be rated favorably or unfavorable if there is no record of past performance. DEFINITIONS Strength : A quote area in which results in a high level of confidence that the quoter can meet the requirement and to some extent clearly exceed what is necessary to meet the requirement. Weakness : Is a flaw in the quote that increases the risk of unsuccessful Task Order performance. Significant Weakness : Is a flaw that appreciably increases the risk of unsuccessful Task Order performance. Deficiency : Is a material failure of a quote to meet a government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful Task Order performance to an unacceptable level. b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Special Responsibilities Only an experienced alarm equipment installation company is permitted to install the alarm systems contained in this performance work statement. This is defined as a company who has been installing electronic physical security equipment, and has an association with and/or follows the installation standards presented by the National Burglar Fire Alarm Association (NBFAA), and the state chapters. Contractor shall install the alarm system as if it were a UL Listed Burglar Alarm system for commercial facilities even though this installation will not need a UL Certificate. Basically, the performance work statement for the alarm system contained herein shall be installed so that it would pass the inspection process for a UL Commercial Burglar Alarm (installation methods, wire supports, etc.). Please provide documentation to that effect with your proposal.
