- The U.S. Army Corps of Engineers, Mobile District, is seeking sources for a Firm Fixed-Price Cost (FFP) contract for the Manufacture, Delivery, and Install of a Certified Modular Biosafety Level-2 (BSL-2) Laboratory in Lima, Peru. Responses to this announcement are due no later than 13 May 2013. Procurement of this requirement will result in a Firm-Fixed-Price type contract. The anticipated delivery date is April-June 2014. The solicitation will be a request for proposal (RFP) that will be evaluated using best value methods. The solicitation is tentatively scheduled to be posted in June 2013, with proposals due in July 2013. The Government is requesting information from interested and capable sources for the purpose of identifying sources that can meet the Government's requirement for a certified Modular BSL-2 Laboratory and also help determine how to issue the solicitation. The information provided must contain enough detail to demonstrate ability to meet the Government's requirement as described in the Required Specification listed below. The responses are for informational purposes only and do no obligate the Government of Contractor in any way. Reponses should include the following information: 1) Manufacture location and lead time. Also address disassembly and nominal sections (number and size) for transportation. 2) Delivery lead time, FOB Destination to Lima, Peru. If partial deliveries are required, please advise. 3) Description of the Requirement: a. Manufactured Modular BSL-2 Laboratory within a two 40 foot Class C ISO Shipping container space. b. Primary containment equipment: Class II BSC c. Manufactured casework allowing scientists and technicians complete control over the layout and design of the space. d. Complete integration of the entire laboratory and major components (Primary BSC) and the Secondary (facility) containment components.) e. A modular laboratory with the ability to be disassembled into nominal sections to facilitate transportation and installation. f. Provide an open (up to 16ft wide) working environment. g. Openings and connection points must be sealed using water jet cut gaskets. h. All connections must be helium leak tested to ensure tightness for safe operation. i. Installation on a pre-constructed foundation, including all utility services. j. Training for facility personnel for the maintenance of the unit for a minimum of five (5) days. k. Warranty provisions. 4) Indicate Business Type (Large/Small; HUBZone; 8(a); Woman-Owned; Veteran Owned) 5) Indicate a minimum of three (3) past manufacture contracts you have performed.
