- Commercial Solicitation The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources qualified to provide annual service and maintenance for the Sirion and Nova tools listed below may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all submissions received prior to 9 May 2013 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This requirement is for service and maintenance on the SIRION XL30I Scanning Electron Microscope (SEM) and the NOVA 600 Focused Ion Beam (FIB). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Sub-part 12.6, as supplemented with the additional information included in this notice. The Request for Proposal (RFP) HQ0727-13-R-0001 is issued unrestricted, the applicable North American Industry Classification System (NAICS) code is 541330, Engineering Services. The small business size standard is $14M. This will be a Firm Fixed Price action with funds not becoming available until later this fiscal year. You are advised that your submission of a proposal does not obligate the Government to a subsequent contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 (1 April 2013). The anticipated award date is 14 June 2013. The place of performance and delivery is Defense Microelectronics Activity (DMEA), 4234 54th Street, McClellan, CA 95652. This contract will include one basic year with 2 option years of service and maintenance. This solicitation will result in a firm fixed-price contract containing the following contract line item number(s): CLIN 0001 Service & Maintenance on SIRION D1528, 7/12/2013-7/11/2014 CLIN 0002 Service & Maintenance on NOVA 600, 7/12/2013-7/11/2014 CLIN 0003 Option - Service & Maintenance on SIRION D1528, Option Year 1 - 7/12/2014-7/11/2015 CLIN 0004 Option - Service & Maintenance on NOVA600, Option Year 1 - 7/12/2014-7/11/2015 CLIN 0005 Option - Service & Maintenance on SIRION D1528, Option Year 2 - 7/12/2015-7/11/2016 CLIN 0006 Option - Service & Maintenance on NOVA600, Option Year 2, 7/12/2015-7/11/2016 The Defense Priorities and Allocation System (DPAS) rating is DO-A7.
