Description
Work under this contract shall include engineering services, preparation of feasibility report, digital terrain data, hydrologic and hydraulic models, flood inundation mapping, engineering reports, and other related services. The A-E firm shall also coordinate with federal, state, county, and local governments as well as other related organizations and stakeholders. Firms desiring consideration shall be experienced in engineering and hydrologic and hydraulic studies and have sound knowledge of USACE principles and procedures for this type of project. Firm must have familiarity with the USACE Civil Works Planning process and ability to prepare required documents for feasibility-level flood damage reduction planning studies within the study's time and budget constraints. Demonstrated experience with USACE Feasibility Cost Sharing Agreements (FCSA) with various River Authorities in the Southwestern Division. Demonstrated experience with preparing and executing Texas Water Development Board Flood Protection Planning Grants. Firms must demonstrate past performance with respect to cost control, quality assurance, and compliance with performance schedules. Firms must demonstrate recent experience (within the past 3 years) with similar large scale basin-wide USACE hydrologic and hydraulic studies of streams and rivers within the Guadalupe River and Lower Colorado River basins that included coordination with governmental stakeholders such as the Guadalupe Blanco River Authority (GBRA), Lower Colorado River Authority (LCRA), Texas Water Development Board (TWDB), and local Counties, Drainage Districts and municipalities. Firms must demonstrate past history of similar work for Communities in the watershed to ensure uniformity of the study and continuity with Phase 1 GBRA study efforts; thus, confirming community expectations for the Phase 2 study are met. Specific efforts would include experience working with communities in the watershed including attending workshops, council meetings, and board meetings to secure formal quote mark letters of intent quote mark for participation in the study and to obtain inter-local agreements with GBRA. Firms must also demonstrate dedicated resources to accomplish the scope of work in an accelerated schedule. The proposed schedule is very aggressive and has no room for error and delay. The contract schedule, which has been included in the Grant Application to the Texas Water Development Board, has work slated to begin in August 2013 and completed by December 2014. In the event that the project becomes at risk of falling behind schedule, the firm must demonstrate the capability to mobilize resources to complete projects on time and deliver consistent and accurate products to meet the expectations of the project stakeholders. The study area is the drainage area below Canyon Dam to the City of Victoria and includes at least a portion of these seven counties - Comal, Hays, Caldwell, Guadalupe, Gonzales, DeWitt, and Vitoria. The contractor shall be able to comply with all requirements described herein to be considered capable. This is NOT a request for proposals or quotations. The NAICS code is 541330. SIC code is 8711. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Once the solicitation is released, to be eligible to receive a Government contract award, a firm must be registered in the Official U.S. Government system, System for Award Management (SAM). Register via the SAM Internet site at https://www.sam.gov. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Government's requirements. All inquiries must be received by 1 PM CDT on June 3, 2013.
