- Announcement: The Army Contracting Command Aberdeen Proving Ground (ACC-APG), Natick Contracting Division, Natick, MA, Ft Detrick Branch, in support of Joint Project Manager, NBC Contamination Avoidance is seeking commercial entities with the capability to develop and produce systems for the Joint Biological Tactical Detection System (JBTDS), Biological Warfare Agent (BWA) detection, collection, and identification hardware and software, and the development and delivery of engineering data and logistics products. The successful candidate will also be required to participate in Government testing, training, and fielding. JBTDS Requirement: The JBTDS is a lightweight, low cost, man-portable and battery operable capability set that will provide point detection, collection, and identification of Biological Warfare Agents (BWA). The JBTDS will be networked for system status, alarms and alerts to include a base station communications with remote detector, collector, and identification capabilities. The Contractor would be responsible for: conducting engineering and manufacturing development (EMD) activities to include preparation and delivery of technical software and logistics data; procurement, modification, and integration of Commercial Off The Shelf (COTS) sensing capabilities; manufacture of Systems for test, low rate initial production (LRIP) option and full rate production (FRP) option; and support of Government test and logistics efforts. Interested respondents with the experience and capability to conduct these EMD/LRIP/FRP activities as specified are encouraged to respond to this notice. Sources Sought Notice (SSN): Interested respondents with the experience and capability to conduct EMD/LRIP/FRP activities specified above are encouraged to respond to this notice. This is not a request for competitive proposals, but parties interested in responding are encouraged to furnish in writing, a 3-4 page (not including cover page, index or list of references) synopsis of their capability to accomplish the described work effort. Candidates responding to this notice must also provide complete contact information (telephone, address, email address), as well as business size. Please also include information regarding any prior experience with U.S. Government contracts. The North American Industry Classification Systems (NAICS) for this notice is 541712, Other Research and Development in Physical Engineering, and Life Sciences (except Biotechnology) with a size standard of 500 employees. For any anticipated subcontractors, provide an estimate of the percentage of subcontractor efforts anticipated. The Government will retain comments and information received in response to this notice. Proprietary information should be identified as Company Proprietary. Do not use Government Security Classification markings. Any information provided to the U.S. Government in response to this sources sought notice is for planning purposes only and will not be used as a selection consideration factor in any U.S. Government contract competition. Should the U.S. Government elect to pursue the subject requirement, an official Request for Proposal will be released at a later date in accordance with FAR Part 15. This Sources Sought Notice allows qualified sources for this requirement to self identify. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. No solicitation document exists nor is a solicitation guaranteed to be issued as a result of this notice. All written responses to this notice must be received within 15 days of posting this notice.
