- NASA/GSFC has a requirement for a simulation tool MultiPhysics combined with five modules to develop Microshutter Arrays (MSA) for JWST.Items needed are as follows: 1.COMSOL Multiphysics, Single User CPU-locked License (CPU) for one computer - QTY 1 2.AC/DC Module for use with COMSOL Multiphysics, Single User CPU-locked License (CPU) for one computer- QTY 1 3.Acoustics Module for use with COMSOL Multiphysics, Single User CPU-locked License (CPU) for one computer- QTY 1 4.MEMS Module for use with COMSOL Multiphysics, Single User CPU-locked License (CPU) for one computer- QTY 1 5.Nonlinear Structural Materials Module for use with COMSOL Multiphysics, Single User CPU-locked License (CPU) for one computer- QTY 1 6.Structural Mechanics Module for use with COMSOL Multiphysics, Single User CPU-locked License (CPU) for one computer - QTY 1 NASA/GSFC intends to purchase the item from COMSOL, Inc. It is our understanding that COMSOL, Inc. is the only vendor that can supply the requirement due to the complexity of Micro-Electro-Mechanical-System (MEMS) device that involves multiphysics: electrical, magnetic, thermal, optical, and combined functionalities. It has to survive environmental testing: shake test, acoustic test, life cycling test and shock test. This is the only company that can cover all needs. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited. Questions regarding this acquisition must be directed to the attention of Odessia Becks via e-mail at Odessia.H.Becks@nasa.gov or via facsimile at (301) 286-1720 by 12:00pm EST, May 6, 2013. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00pm EST on May 7, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is the quoters responsibility to monitor this site for the release of amendments. Potential quoters will be responsible for downloading their own copy of this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed.
