Description
This Presolicitation Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with Lotek Wireless Inc, 115 Pony Dr, Newmarket, Ontario, Canaca L3Y 7B5 on a sole-source basis, for the repair of Lotek SRX 600 radio telemetry receivers, Lotek dual-port MAP RT acoustics receivers and Lotek dual-port MAP RT-A acoustic receivers. The USGS has concluded that these services are unique and only available from Lotek Wireless. The reasons justifying this lack of competition is based on the following description of specific qualifications the Government requires of the service to meet its minimum need, and the factors the Government will use to evaluate the service information submitted by firms in response to this Notice: The U.S. Geological Survey, Columbia Environmental Research Center (CERC) has a requirement for the repair of Lotek SRX 600 radio telemetry receivers, which need a tune up including back up memory battery, upgrade to most current version of firmware, new 10 C cell battery pack and control panel repairsBNC jack and Keypad overlay. Lotek dual-port MAP RT acoustics receivers need inspection, replacement back-up battery, upgrades as required, installation of most current firmware, cleaning and testing. Lotek dual-port MAP RT-A acoustic receivers need inspection, replacement back-up battery, upgrades as required, installation of most current firmware, cleaning and testing. These have surpassed their recommended maintenance interval to support CERCs ongoing mission to protect the critically endangered pallid sturgeon in the Missouri River basin. This mission is a cooperative effort by U.S. Army Corps of Engineers, the U.S. Fish and Wildlife and 5 State agencies that currently use LOTEK radio/acoustic equipment, including the use of wireless acoustic tag systems. To ensure compatibility of tag and receiver/transmitter equipment, which was openly competed in 2004, it is necessary to purchase the same equipment as the other cooperators are using, in particular to ensure compatibility with the acoustic MAP system. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration by 05/17/2013 by 3:00 PM Central Standard Time. Responses that do not comply with these procedures will not be considered. Requests for information and subsequent responses may be emailed or mailed to the point-of-contact specified below. Firms are cautioned that this is not a solicitation. All costs associated with providing information as requested by this Notice shall be the responsibility of the responding firm.
