Description
The Mission & Installation Contracting Command - Fort Drum, NY, 13602 is issuing a Sources Sought notice to assist in our market research and possible set aside determination. Only small businesses should respond. The Contractor shall furnish all equipment, tools, personnel, supervision and other items and service necessary to perform grounds maintenance to include grass cutting, edging, trimming, flower bed and shrub maintenance, tree pruning and herbicide treatment for Fort Polk, LA, 71459. The Contractor shall perform grounds maintenance services to the standards in this contract and in a manner that will maintain a neat and orderly appearance of the installation. All work performed by the contractor will be in strict accordance with all applicable laws, regulations, commercial practices, contract specifications and DPW maps. Supply falls under NAICS Code 561730-Landscaping Services with a size standard of $7.0 million dollars. Specifications for the grounds maintenance are below: Grounds Maintenance Services: The Place of Performance is Fort Polk, LA 71459; Grounds at Fort Polk to be maintained are high visibility improved, normal visibility improved and semi-improved grounds as specified in task orders. Peak service season typically occurs from 15 March to 15 November each year with minimal service season occurring from 16 November to 14 March each year. Potential frequency of performance for each service are weekly, twice a month, monthly, four times a year, three times a year, twice a year, and once a year based on seasonal (peak vs minimal) requirements. High Visibility Improved Grounds: grass cutting including litter/debris removal (including small dead animals in way of mowing), preparation of area, trimming and cleanup; edging around and vegetation control in adjacent surfaced areas; herbicide treatment except where prohibited and pruning of trees for an estimated 148.3 acres High Visibility Improved Grounds: removal of identified trees under 6 inches in diameter and landscaping including flower and shrub trimming, dead debris removal and weeding/policing of flower and shrub beds. for an estimated 27,537 square feet. Normal Visibility Improved Grounds: grass cutting around cantonment building, structures, roads, parking and sidewalks including litter/debris removal (including small dead animals in way of mowing), preparation of area, trimming and cleanup; grass cutting for cantonment security clear zones including litter/debris removal, preparation of area, trimming and cleanup; edging around and vegetation control in adjacent surfaced areas; herbicide treatment except where prohibited, pruning of trees and removal of identified trees under 6 inches in diameter for an estimated 1,386 acres. Semi-Improved Grounds: grass cutting on airfield, alternative landing zones and clear zones including litter/debris removal, trimming and cleanup; grass cutting around airfield markers, lights and other aerial visibility targets including litter/debris removal, trimming and cleanup and herbicide treatment except where prohibited for an estimated 112 acres. Other Semi-Improved Grounds: grass cutting including litter/debris removal, trimming and cleanup; grass cutting for igloos and ranges including litter/debris removal, trimming and cleanup; grass cutting for antenna fields, rear area roads and drop zones including litter/debris removal, trimming and cleanup; grass cutting for outside cantonment clear zones including litter/debris removal, trimming and cleanup and herbicide treatment except where prohibited for an estimated 154 acres. Herbicide Treatment: approximately six inches wide by 24 inches long for an estimated 2,000,000 square feet. Railroad Right of Way: limbing and trimming for an estimated 99,912 square feet. Railroad Right of Way: herbicide treatment for an estimated 1,825,204 square feet. Rear Range Area: grass cutting and trimming for an estimated 900 acres. The purpose of this market survey is to solicit interest and capabilities from vendors to develop an appropriate procurement strategy. Information gathered may provide direction to the type of set aside. The contract type is anticipated to be a FFP contract. Individuals or businesses interested in this requirement are requested to submit a statement of interest, with a subject of Fort Polk Grounds Maintenance Services, to alicia.m.burrows2.mil@mail.mil. This statement shall include company information, DUNS number, CAGE code, size status under NAICS code 561730, relevant past performance on same/similar work dating back to the last three years and the company's capability to do this type of work, as well as a point of contact. Only responses submitted by e-mail will be considered. Current registration in SAM (https://www.sam.gov/portal/public/SAM/) is imperative prior to submitting your response. This is not a request for competitive quotes and will not result in a contract award. Since this a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists and vendors should not request a copy of a solicitation. If a solicitation is issued, it will be announced at a later date. Fort Drum is not seeking or accepting unsolicited proposals. Fort Drum will not accept telephone or fax inquiries regarding this notice. All information received will be considered market research. Fort Drum must receive all responses to this Sources sought notice by 4:00 pm Eastern Standard Time, 15 May 2013.
