- DLA Distribution, New Cumberland PA 17070 has a requirement for the establishment of an Indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contract for Professional Support Services to include Project Management, Data Collection, Analytical Support, Process Mapping and Standardization Model Services for DLA Distribution. Primary place of performance will be DLA Distribution, New Cumberland PA. The work to be performed under this Contract will vary depending upon the type of task orders issued during the Contract Term. However, the following general work requirements can be used to describe, but should not be considered as limitations to, the anticipated types of work to be performed: Program Management Support • The Contractor shall provide support, advice, and guidance to DLA Distribution on all assigned projects for plans, processes, deliverables, POAMs and other related documentation as well as analytical and editorial/writer services and draft deliverables. This type of support involves but is not limited to scheduling and participating in Working Group meetings to discuss assigned project related events and also recording and disseminating meeting minutes and providing updates through various means to include formal briefs, charts, spreadsheets and other management tools and products. The Contractor shall also develop and maintain all project documentation identified in task order deliverables. Develop and Maintain Plan of Actions and Milestones (POAM) • The Contractor shall develop, maintain, and monitor plans and POAM actions and also contact the office of primary responsibility for updates to ensure timely execution of tasks. The Contractor shall compile a master POAM and category breakouts of tasks within major project phases, provide continuous POAM updates to DLA Distribution, and maintain an open issues/actions database identifying potential issues that could impact the timely execution of project initiative. Data Collection, Research, and Data Analysis • The Contractor shall provide support for data collection, research, analysis and editorial/writer services and draft deliverables. This type of support involves but is not limited to developing a data collection plan, scheduling and participating in Working Group meetings to discuss data collection requirements and also recording and disseminating meeting minutes and providing updates through various means to include formal briefs, charts, spreadsheets and other management tools and products. Training and Analysis • The Contractor shall provide support and advisory services to DLA Distribution for training requirements based on assigned project initiative to determine training requirements for personnel impacted by changes to missions and new initiatives. The Contractor shall develop, coordinate and manage training schedules in liaison with training providers while also delivering direct training support as required in assigned project initiatives. Workforce/Staffing/Manpower • The Contractor shall provide project management, data collection and analytical support for DLA Distribution to conduct personnel staffing reviews or work force planning for Supervision, administration, analytical and support functions to include determine resource requirements (personnel and costs) to conduct the reviews. The Contractor shall conduct interviews of personnel at all levels to document work process and identify functions and tasks. Following each completed personnel staffing review, the Contractor shall analyze the staffing review process to ascertain issues and problem areas for improvement in future personnel staffing reviews. The Contractor shall also outline and propose recommendations, program changes, justification, rationale based on policy, legal and other impacts to DLA Distribution Staffing Targets and Resource Alignment Program. Process Maps and Standardization Models • The contractor shall provide technical support services to DLA Distribution by analyzing engineered standards and staffing standards, guidelines, and work environments. The purpose of these contracted services is to establish process goals, expectations and work measurement formulas to reflect current and future processes and staffing requirements. Work associated with this effort will involve balancing stabilization of standard processes and gathering new or existing data, analyzing the data, producing all required reports, and updating appropriate software applications. The contractor will sustain and develop new models and formulas for new functions using data collected from previous studies and thereafter formulate the data for input into a software application. Distribution Optimization & Analysis • The Contractor shall provide program management, data collection and analytical services to DLA Distribution in order to assist with an Optimization project in terms of but not limited to materiel movement, facility reduction, budget requirements, resource requirements, execution of project, systems software, update POAM and coordinate with appropriate staff offices. The Contractor shall understand Storage Space Management Report requirements and associated storage data collected on optimization visits to develop POAMs for facility reductions milestones and goals for distribution centers. The Contractor shall prepare an execution strategy (by building) of an optimization project using provided DLA Distribution guidance. In carrying out this task, the Contractor shall utilize DSS, Query Management Facility (QMF), or other materiel movement data products, for materiel movement inquiries to provide and identify types of materiel required to be moved. The Contractor shall also understand, review, analyze, and provide feedback as necessary to the "Storage Optimization Tool Box". The Tool Box is designed to focus on rewarehousing, storage optimization and turn-in of buildings and contains multiple documents that aid in obtaining Net to Gross and Storage Density Goals. All work will be performed in accordance with individual task order requirements and the Statement of Work (SOW) provided with each task. A complete general SOW will be provided when the solicitation is issued. Period of Performance: Contract period is anticipated to be on or around December 1, 2013 through November 30, 2014 with two (2) one-year option year periods. Individual task orders will identify the specific time frames required for completion of work. The NAICS Code for this procurement is 541611. The small business size standard is $14,000,000. The solicitation will be issued as 100% Set-Aside for Small Businesses and will result in a single award. The contract will be for a one (1) year base with two (2) one-year option year periods, for a total of three (3) years. Award of a single Firm-Fixed Price (FFP) Service contract is anticipated to be made to the responsible offeror whose proposal constitutes the best value to the Government utilizing Lowest Price Technically Acceptable (LPTA) evaluation procedures. Access to the solicitation package to include the SOW will only be made available to prospective offerors via the Federal Business Opportunities (FedBizOpps) website at http: www.fbo.gov. Hard copies of the solicitation will not be distributed. Prospective offerors are cautioned concerning their responsibility to access the FedBizOpps website for any amendments that may be issued under the RFP. There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the website frequently to check for any amendments. Amendments may be issued up until the proposal due date and must be acknowledged by the contractor. Failure to acknowledge amendments may render your proposal ineligible for award. This solicitation includes provision 52.215-9023, Reverse Auction. A reverse auction may be conducted. As soon as offerors are notified of the auction they are encouraged to access the Procurex system, register and review the Reverse Auction tutorials at https://dla.procurexinc.com to learn how to participate in an auction. All interested and responsible parties may submit a proposal following solicitation release in response to the solicitation that will be considered by DLA Distribution. The Solicitation Number is SP3300-13-R-0015, and it is anticipated to be posted to the Federal Business Opportunities Website on or about the week of May 20, 2013. NOTE: All offerors MUST be registered in the System for Award Management (SAM) Database at https://www.sam.gov/portal/public/SAM/ or an award cannot be processed.
