Description

The Department of Veterans Affairs intends to negotiate a sole source contract with Johnson Controls to provide all equipment and installation to install an Intrusion Alarm System. The system must be fully compatible to support the current installed alarm monitoring system (Johnson Controls P-2000). The purpose is to provide adequate and constant protection of VA resources and personnel. This includes constant 24/7 monitoring, reliability without false alarms, supervisory monitored system. This work shall include equipment (hardware, peripherals, licenses, devices, connectivity, wiring or any other item, equipment or device to meet all capabilities of being fully operational) for this purpose and the installation of this equipment. Training on its functions and use shall be part of the installation. The contractor shall be completely liable for all of the aforementioned activities. The contractor shall install this equipment as directed by the Chief of Police and ensure it is fully functional at the completion of the installation and training. The equipment and installation is for the Department of Veterans Affairs Hamilton Community Based Outpatient Clinic (CBOC). The North American Industry Classification System Code (NAICS) is 561621. The Government believes that Johnson Controls is the only provider that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source for the required equipment and installation. This procurement is being conducted in accordance with FAR 6.302 - only one responsible source and no other vendor will satisfy agency requirements. To the best of our knowledge, Johnson Controls is the only source that provides the above indicated supply/services. This notice of intent is not a request for competitive quotes. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within ten (10) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer, VA Ambulatory Care Center, 420 N. James Road, Columbus, Ohio 43219-1834 or faxed to 614.388.7500. Responses received will be evaluated however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Hamilton CBOC will proceed with the sole source negotiation with Johnson Controls.
