- Scope of Work The Department of Interior, U.S. Geological Survey (USGS) has a requirement for A&E Design Services for roof replacement and other repairs and upgrades at the Upper Midwest Environmental Sciences Center, 2630 Fanta Reed Road, La Crosse, WI 54603. Description of Requirement The Upper Midwest Environmental Sciences Center (UMESC) is an ecological research office and laboratory complex. UMESC was originally constructed and occupied during the period of 1975 thru 1978, and initially consisted of three interconnected building segments (designated A, B, and C), each with two levels (upper, lower). Segment C was constructed and occupied first, in 1975; Segments A and B, along with the connections between A and B and between B and C, were completed and occupied in 1978. The exterior walls of all segments were constructed of 8 thick, pre-cast, insulated concrete sandwich panels. Most of the interior partitions are painted, structural load bearing concrete masonry units (CMUs). Some of the office partitions are finished, gypsum board walls. A fourth building segment (D) was constructed and occupied in 2010-2012 but is outside the scope of this project. Specific issues to be addressed in this A&E design project include the following: 1. Design services for replacement of the existing roof over Segments A, B and C, G-Building, Chemical storage building and the area above fish holding including a number of related tasks and modifications directly connected to the roof replacement. 2. Design services for replacement of five (5) failed insulated glass panels in Segment A only. 3. Design services for installation of a new, 280 ton modular chiller with heat recovery for summer re-heat requirements. 4. Design services for replacement of existing (26) laboratory fume hoods and related exhaust fans with up-to-date units. 5. Design services for construction of a new roof canopy over the existing loading dock in Segment B. 6. Design services for replacement of existing hollow metal doors, frames, and hardware in the loading dock vestibule, and a similar door in Fish Holding, all in Segment C. 7. Design services for installation of exterior louvered sunscreens to reduce solar radiation infiltration into offices in Segments A and B. In the initial Design Phase, the contractor shall complete measurements and verification of existing conditions, prepare a final Design Report containing a clear synopsis of existing conditions, and provide detailed design recommendations. The A&E firm shall also prepare complete construction documents including drawings and specifications for the work described above. The drawings and specifications shall be submitted in electronic format for distribution of bid documents to interested Contractors for the Construction Phase of the project. In addition, three hard copies shall be submitted. The A&E firm is to respond to Requests for Information RFI throughout bidding and construction phases. The A&E firm shall also provide construction administration/oversight services. Commissioning services shall be provided for both the new modular chiller with heat recovery and the rooftop exhaust fans. Record drawings shall be prepared based on `as-built conditions. Request for Qualifications This notice is an invitation for all eligible A&E firms who have the qualifications required to perform the work to submit a completed SF 330. The associated solicitation number is G13PS00356. This requirement is being issued as set aside for small business competition. The applicable North American Industry Classification System (NAICS) code is 541310. The associated small business size standard is $7.0M. There is not an incumbent contractor. All A&E firms responding to this announcement shall submit a completed SF 330. Please provide your firms DUNS number on the form. All contractors doing business with the Government are required to be registered in the System for Award Management (SAM). For additional information, or to register with SAM, access http://www.sam.gov. All A&E firms responding to this announcement will be evaluated on the following criteria: 1. Professional qualifications necessary for satisfactory performance of required services; 2. Specialized experience and technical competence in the type of work required; 3. Capacity to accomplish the project in the required time; 4. Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and 5. Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. 6. Demonstrated competency in sustainable design and green building systems. Firms shall validate their sustainable abilities and practices through completed construction projects, green building awards, professionals with environmental-related certifications as part of the team, and/or use of innovative green technologies in design. The successful firm will be awarded a Firm-Fixed Price contract based solely on review and evaluation of the data contained in the SF-330. Upon successful completion of negotiations with the selected firm, the contract will be issued. This acquisition will be awarded under the Simplified Acquisition Threshold of $150,000.00.
