Description
The United States Air Force intends to issue solicitation FA5575-13-R-0007 to solicit proposals for a Firm-Fixed Price contract to renovate the Base Chapel at Morón AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 31 May 2013. Contract magnitude is between $500,000 and $1,000,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." 1. SCOPE OF WORK: The work includes, without being limited to, the following items: 1.1 Basic Package: This Basic Package includes taking samples as indicated, as well as the analysis to check for asbestos and the analysis to check for plumb at lead painting, in doors, baptism pool and where indicated the Contracting Officer. The work includes, but is not limited to, the following items a. Exterior arquitectural works: Repair cracks on exterior wall. Painting exterior walls. Repair settlement and crack on north-west exterior wall and sidewalk. Demolition and replacement of flat roof. It will be practicable with filter tile. Cleaning and repairing the roof tile as needed. Install a fall arrest system for flat and pitched roofs. Cleaning, waterproofing and repairing of top of the tower and bell level surfaces. Demolition of wood hatch and installation of new stain-less steel hatch. Installation of anchorages at top and bell levels for fall arrest system. Cleaning and repairing of existing damage or produced during developing of Works. Renovation, repairing, patching and painting the walls of the building. Antifungal and humidity treatment. Construction of a french drainage trench all around the building. Replacement of exterior sidewalks. Slabs will be demolished to repair cracks on sidewalks from joint to joint or replace completely. Installation of new exterior lighting at roof and at the garden above existing monoliths. Installation of new monoliths with duplex waterproof outlets. Transplanting of existing rosebushes to the east facade decks. New bushes will be planted as an "L" fence between the gathering zone and sidewalks. Translating and fixing of bicycle rack to the parking. Demolition of every renovated element. Contractor will conduct a previous study of all surface of the building, of the baptism pool; of the materials of the roofs, and of the rest of materials that could be demolished or modified to install ducts about asbestos or lead presence. If asbestos or lead were discovered, demolitions and actions will be developed by mean of special lead/asbestos presence plan, if not, actuations will be conventionally developed. Demolition of existing electrical conduits not to be used. New double Φ200 mm conduits for electrical connection from transformer to existing electric handhole. New conduit from existing electric handhole to new main panel board. New free halogen wires and dismantling of existing. New circuit breaker protection at transformer at the the beginning of the connection and dismantling of existing. Restore grounds in all work areas. b. Interior architectural works: Floor renovation at main entrance and baptism pool room. Cleaning and polishing of other tile floors at the building. Cleaning and repairing of existing damage or produced during developing of Works. Renovation, repairing, patching and painting the walls of the building. Antifungal and humidity treatment. New doors and frames. Doors at rooms 101, 102, 103 and 111 will have square porthole. Complete renovation of toilets and of the janitor´s closet. Renovation of the carpet at the whole building. Renovation of false ceiling at corridor. Increasing of surface at room 105 to install a "kitchenette"; Installation of a sink-basin for the cleaning of chalices connected to ground. Spare space for a refrigerator and a microwave not included in the scope of this project. Renovation of wardrobe at room 104. New wardrobes at rooms 101 and 111 splitting the existing one. Construction of new wardrobes in room 111 beside comm. rack to host prayer stool and holy sculptures. New wardrobe to host comm. rack. Eliminate window between rooms 101 & 102. c. Electrical works: Power and lighting renovation. Every luminaires, outlets, power and Lighting wiring, electrical elements are demolished; except sanctuary luminaires; - pending and wall light fixtures that will be cleaned and repaired, as well will remain evacuation and exit luminaires. Lighting conduits will be reused. Every wire will be new and free halogen. It will be installed a new spare conduit from beside the connection point of the optical fiber to the comm. rack for cable TV. It will be installed a new spare conduit from beside the connection point of the optical fiber to the comm. rack for commercial LAN New audio/video conduits will be installed. It will be installed the infrastructure for a new "LAN" consists of conduit, cabling, and duplex RJ-45 outlets and cable TV outlets. A new lightning protection system will be installed. New double Φ200 mm conduits for electrical connection from transformer to existing electric handhole. New conduit from existing electric handhole to new main panel board. New free halogen wires and dismantling of existing. New circuit breaker protection at transformer at the the beginning of the connection and dismantling of existing. Demolish exterior electrical conduits not to be used. New electrical panel boards. d. Mechanical works: The whole plumbing installation will be renovated, only the baptismal tank drain installation and the dry well will be kept. The existing electrical water heater of 300 l will be replaced by a new electrical water heater of 80 l, horizontal type, wall mounted. The sewer handhold next to the building will be renovated. In the mechanical room, it is projected a new floor drain. The whole HVAC installation will be renovated, only the existing underground supply vitrified clay pipe duct will be kept. The existing underground supply vitrified clay pipe duct will be disinfected and cleaned. It is designed two separate HVAC systems, one for the Sanctuary and other for offices, sacristy and nursery rooms. The Sanctuary HVAC installation projected will be duct type, with an air handling unit in the mechanical room and an outdoor VRV unit. The HVAC installation projected for offices, sacristy and nursery rooms will have an air conditioning system and a ventilation system. The air conditioning system consists in room's independent split unit wall type with a common outdoor VRV unit. The ventilation system will be a common duct type installation with an energy recovery unit and an outdoor air filtering unit, both placed in the mechanical room. e. Fire protection works: It is projected a wet pipe water sprinkler system and a fire detection and alarm system. The design criteria for the wet pipe water sprinkler system, according to UFC 3-600-01 (Fire Protection Engineering for Facilities), are: - Design area: 280 m2 for a light hazard occupancy classification. This area has been increased in 30% for sloped ceiling that exceeded a pitch of one in six of the Sanctuary. So, the final design area is 325 m2. - Design density: 4.1 l/min/m2. The sprinkler system connection is in the existing polyethylene water distribution pipe of 200 mm, in the other side of the road, so, a drilling is needed to cross it. The minimum water pressure in the sprinkler connection for the installation design is 4.00 bar. The fire detection and alarm system is designed with a radio antenna to transmit the fire alarms to the fire department of the base. The fire detection activating devices are smoke detectors type, duct installation smoke detector type for the supply air duct of the Sanctuary and heat detectors type for technical room, toilets and janitor's closet. There are too fire alarm manual stations next to the exit doors. The fire alarm communications devices are horn and strobe type. f. Steel frame at mechanical room: It is projected a steel frame in the mechanical room to reinforcing the existing concrete slab, because of the existing structural cracks and the new holes for the outdoor air intake for the HVAC systems. 1.2 Additive #1: Consists of the dismantling and total removal of asbestos that may be present in materials on the roof. This additive item shall be executed only if the analysis of samples taken by the Contractor under the Basic Package of the contract is positive. This additive will include the deduction of the demolition work and the removal of the roof materials to a disposal site as contained in the Basic Package as standard procedure. 1.3 Additive #2 : Consists of the dismantling and total removal of lead that may be present in doors, wardrobes, baptism pool or where indicated the Contract Officer. This additive item shall be executed only if the analysis of samples taken by the Contractor under the Basic Package of the contract is lead positive. This additive will include the deduction of the demolition work and the removal of materials to a disposal site as contained in the Basic Package as standard procedure. 1.4 Additive #3 : Consists of the dismantling and total removal of asbestos that may be present in embedded/underground water pipes. This additive item shall be executed only if the analysis of samples taken by the Contractor under the Basic Package of the contract is positive. This additive will include the deduction of the demolition work and the removal of the pipe materials to a disposal site as contained in the Basic Package as standard procedure. 2. PERFORMANCE PERIOD: The performance period proposed for this project, 243 calendar days, is for information purposes only. The Contractor shall provide the performance period with the proposal. The Contractor's performance period will be considered in the evaluation of acceptable proposals. 3. CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "registro Oficial de Contratistas de Obras del Estado" of the "Ministerio de Economia y Hacienda" covering the following groups, subgroups and categories. Group Subgroup Category C 1,3,4,6,7 8 y 9 c E 1 c I 1, 6, 7 c J 2, 4 c K 4, 6, 9 c The above general outline in no way limits or reduces the responsibility of the Contractor to perform all work as required by the Statement of Work and project drawings in order to provide a complete and operable facility.
