- Original Solicitation SPM7LX-13-R-0002 The original solicitation notice below has been updated in Amendment 0001 that is released from May 6, 2013 thru May 20, 2013. Because of a change in ADQ quantities, this Amendment re-opens the solicitation to new offerors. Please return original solicitation and Amendment to the DLA Land and Maritime Bid Room as instructed on the Amendment. Please see the Amendment for all changes made to the original solicitation. Below are the details from the original FBO notification. Quantities and dates have been updated in Amendment 0001. The subject acquisition is for 3 NSNs: 1095-01-598-4343, 1095-01-598-4471 and 1095-01-598-4472, COMBAT KNIFE. The FSC for these items is 1095. And indefinite quantity contract with three base years and two option years is anticipated. The total duration, base plus option years shall not exceed 5 years. Items will be shipped to various stock locations within CONUS and OCONUS. Increments and delivery will be notated on the RFP. Unrestricted. Other than full and open competition 10 USC 2304(c)(1). FOB Destination and Inspection and Acceptance at Destination is requested. Solicitation will be made available on the Internet at https://www.dibbs.bsm.dla/RFP/ after the solicitation date of December 27, 2012. Based on market research the Government will be using the policies of FAR Part 12, Acquisition of Commercial Items, in the solicitation for the described supplies or services. Military specifications cannot be provided by DLA Land and Maritime. Hard copies are not available. There are no technical drawings/bid sets available. While price may be a significant factor in the evaluation of offers, the final decision will be based on a combination of price, delivery, past performance and any other factors as listed in the solicitation. All offers shall be in the English Language and in US Dollars. All interested suppliers may submit an offer. 1095-01-598-4343 ADQ: 654 1095-01-598-4471 ADQ: 1371 1095-01-598-4472 ADQ: 2203 The Contracting Officer MAY utilize online Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the online auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the online auction. This public disclosure is anonymous, meaning that each offerors' identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and the final proposal revisions are again requested in accordance with FAR 15.307.
