- REQUEST FOR INFORMATION AIRBORNE TACTICAL IMAGING SENSORS STANDARDIZATION The Naval Air Systems Command Patuxent River, MD has been standardizing interfaces between electro-optic systems and their host platforms. The goal of the Sensor Platform Interface Engineering Standards (SPIES) effort is to improve the affordability and interoperability of electro-optic sensors on Naval Aviation platforms by establishing a common, standard interface for their acquisition, development, integration, test, and operation. This initiative is expected to reduce acquisition costs and further promote and enable open architecture objectives. As part of this previous now completed effort, NAVAIR has worked via Society of Automobile Engineering (SAE) to produce four standards: • SAE AS6129 (Electrical) http://standards.sae.org/as6129/ • SAE AS6135 (Data) http://standards.sae.org/as6135/ • SAE AS6165 (Maintenance and Test) http://standards.sae.org/as6165/ • SAE AS6169 (Mechanical) http://standards.sae.org/as6169/ NAVAIR 4.5.6 is now interested in the possibility of acquiring one or several Electro-Optic/Infra-Red (EO/IR) turreted sensors that have been made to specifications indicated in the above four standards (specifically to SAE AS6129 (Electrical) SAE AS6135 (Data) SAE AS6165 (Maintenance and Test) and SAE AS6169 (Mechanical)). We are requesting additional information and cost approximations from industry on turrets that have or could be modified to incorporate the SPIES standards indicated. The above standards separate turrets into four different classes (sizes). Please include notional cost data for a turret from each class available from your aerospace product line including cost to convert to a SPIES-compliant configuration. The turrets will be initially used in a Systems Integration Lab (SIL) to demonstrate the sensor standards. After completion of the SIL research, we intend to fly this turret in a flight test environment. All proposed equipment, for this reason, must be flight qualified and able to achieve flight certification. The goal of this RFI is to explore the technical aspects of the components of this requirement. The Government is seeking industry input to assist in identifying features and approaches to meet the general requirements described within. Please note that the Government will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Interested sources should provide this sensor information and related data to Ms. Jillian Kohler, jillian.kohler@navy.mil no later than 30 days (with the preference being sooner) after the post date of this RFI. All information sent should reference this RFI number on the subject response line of the emailed response as well as on all enclosed documents. Responses must include the company name, address, point of contact name and email/phone, and company size. Proprietary data MUST be marked on a page-by-page basis and will be kept confidential and protected where so designated. Responders to this RFI will form the basis for planning and budgetary purposes and potential acquisition of a SPIES compatible EO/IR Turret. The Naval Air Systems Command is requesting information to assist in forming a potential future procurement in no smaller than 10 pt font. 1. By your own independent analysis, what approach do you feel is the most cost-effective way to procure an Electro-Optic/Infra-Red turreted sensor that conforms to SAE AS6129 (Electrical) SAE AS6135 (Data) SAE AS6165 (Maintenance and Test) and SAE AS6169 (Mechanical) (referenced SAE standards which can be obtained from SAE (see above links). 2. Please provide an estimate/rough order of magnitude (ROM) on an approximate cost for the proposed acquisition defined in (1.).
