- Description
- The United States Air Force intends to issue solicitation FA5575-13-R-0004 to solicit proposals for Firm-Fixed Price contract for the repair of the secondary water lines in Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 31 May 2013. Contract magnitude is between $500,000 and $1,000,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. In order to be awarded a contract by the U.S. Government, the company must be registered in the System for Award Management (SAM); contracts cannot be awarded to unregistered contractors. Registration can be made on line at www.sam.gov. NOTE: You must have a Data Universal Numbering System (DUNS) number and a NATO Commercial and Government Entity (NCAGE) Code to register. Failure to be registered in SAM at the time of award may delay the award and, depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is SAM registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code. SCOPE OF WORK: The work shall be carried out by zones and includes but is not limited to the following sample zones: ZONES I & II a. Demolish existing underground pipe and accessories, as indicated in the drawings. b. Furnish and install underground pipe P1 and accessories. Install underground shutoff valves V26, V27, valve boxes and accessories. Those pipe sections that are no longer part of the potable water distribution system shall be capped. Include connection Ts, connections to handholes, valves and accessories. ZONE E a. Replace flush type fire hydrants H24, H25, H26, H35, H36, H37, H38 and accessories as indicated in the drawings. The supply pipe from the main pipe and the gate valve are to remain. Repair the asphalt or concrete. Perform flow test in each installed hydrant (said tests will be performed by the Government, but the Contractor will be present during the test performance). Paint hydrant covers and frames. b. Replace flush type fire hydrants H33, H34 and accessories as indicated in the drawings. Include thrust blocks, connection Ts, supply pipe from the main pipe, underground gate valves, valve boxes and accessories. Repair the concrete. Perform flow test in each installed hydrant (said tests will be performed by the Government, but the Contractor will be present during the test performance). Paint hydrant covers and frames. ZONA W a. Replace air relief valves ARV26, ARV27 and accessories as indicated in the drawings. Include thrust blocks, connection Ts from the main pipe, vertical pipes, air relief valves and accessories. b. Replace the water supply pipe to aboveground fire hydrants H88, H89, H90, H91, H92, H93, H94, H95, H96, H97 and accessories as indicated in the drawings. Include thrust blocks, connection Ts, supply pipes from the main pipe, underground gate valves, valve boxes and accessories. The hydrants are to remain. c. Furnish and install underground shutoff valves V11, V12, V13, V14, V15, V16, V17, V18, V19, V20, V21, V22, V23, V24, V25, valve boxes and accessories. d. Replace underground pipe P3. Include connection T, connections to handhole and accessories. The Contractor's proposal has to include an updated Certificate of Classification issued by the Spanish "Registro Oficial de Licitadores y Empresas Clasificadas del Estado" of the "Ministerio de Economía y Hacienda" covering the groups, subgroups, and categories E1c held by the Contractor or his subcontractor. The Contractor's proposal has to include a project schedule fulfilling the specifications. The total estimated contract performance period is 360 calendar days approximately. The performance period proposed for the execution of this project is for information purpose only. The Contractor shall provide his estimated performance period with the proposal.
