- NASA/DFRC has a requirement to add five (5) each additional detail airport models to the NASA owned Federal Aviation Administration (FAA) certified Phase II/Level C B747-200 flight training simulator located at the United Airline (UAL) training facility in Denver, Colorado. The airports are Palmdale, Edwards AFB, Victorville, Moffit Field, and Vandenburg, CA. These additional airport models are critical to supporting the safe flight operations of the Stratospheric Observatory for Infrared Astronomy (SOFIA) program. NASA/DFRC intends to acquire the services directly from the United Services Flight Training Center as they in-conjunction with Rockwell-Collins Flight Simulations just completed the upgrade and refurbishment of the flight simulator to include the installation of the twenty-five (25) standard airport model package included in the NASA/DFRC simulator maintenance and upgrade contract NND11AQ62P. Authority for the requirement is 10 USC 2304 (c) (1) and FAR 6.302-1 (a) (2) Only one responsible source. Justification is based upon the following facts: 1.The Phase II/Level C B747-200 flight training simulator is located at the United Airline (UAL) training facility in Denver, Colorado. United Services (being the owner, operator, and maintenance provider of the facility) has the proven track record and experience in customizing airport models to meet user requirements; and in addition United Services has immediate access for installation, verification, and validation of the customized software package. 2.Use of another vendor other than United Services would require duplication of effort for both development and installation causing a significant increase in cost and delay in completion Based upon the above, utilization of any other service provider in-lieu of United Services would result in: a) substaintial duplication of effort and cost to the Government that is not expected to be recovered through competition; and b) unacceptable delays in fulfilling the agencys requirements. These reasons justify procuring the required services exclusively from United Services. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 20, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
