- It is the intent of the National Institutes of Health (NIH) National Library of Medicine (NLM) to modify Contract HHSN276200800005C on a sole source basis. It is the NLM's intent to extend the period of performance and increase the contract dollar value for the current Brogan and Partners Advertising Consultancy Inc. contract which is scheduled to expire on June 30, 2013. The intent is to extend the present period of performance up to six (6) months (July 1, 2013 to December 31, 2013). The initial award was competed on FBO under NAICS Code 511120 Periodical Publishers. This is a commercial firm-fixed price contract to provide website and publishing services to the National Institute of Environmental Health Sciences (NIEHS) to publish the monthly scientific journal Environmental Health Perspectives (EHP). The Government intends to negotiate with the incumbent Contractor, Brogan and Partners Advertising Consultancy Inc., on a sole-source basis. This extension will permit the continuity of services on the current contract and allow an adequate amount of time to re-compete the requirement. Brogan & Partners has the extensive experience necessary to continue meeting the goals and objectives of this contract during the period of re-competition. A new vendor will not be able to provide the required level of services to NIEHS without significant preparatory activities. The incumbent Contractor possesses the immediate institutional knowledge required to continue day-to-day operations of EHP until the contract is successfully re-competed. A different vendor will not be able to provide the required level of performance in the short time required for this extension (0-6 months) without a significant increase in costs and an extended learning curve which could result in a delay in production or disruption of services. By utilizing the incumbent Contractor during this contract extension period, EHP would be able to continue day-to-day operation without unacceptable delay in fulfilling the monthly mission of producing a quality journal of scientific research and news for the world. Also no additional costs would be incurred by NIEHS due to project delays. Therefore, Brogan and Partners is the only Contractor capable of providing comprehensive and uninterrupted services for the NIEHS' EHP in such a brief period of time. This is not a Request for Proposal (RFP) nor is a RFP available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to this notice must be able to provide the aforementioned modification. Responses must be in writing and must be received electronically at the Government infrastructure by 3:00 PM EST on Monday, May 13, 2013. Proposals must include pricing information and should reference Synopsis No. NIHLM2013732SRE and should be submitted to sheila.edmonds@nih.gov. Inquiries regarding this procurement shall be submitted electronically to sheila.edmonds@nih.gov and shall be received by 2:00 PM EST on Wednesday, May 8, 2013.
