- N00421-08-C-0065 was awarded on a sole source basis Northrop Grumman Technical Services (NGTS) for a base year plus four option years. The contract is currently in Option IV period of performance and will expire on 31 July 2013. The follow-on contract is in process and is estimated to be awarded no later than 31 January 2014. To avoid a break in service, it is in the interest of the Government to invoke contract clause FAR 52.217-8 to authorize a six month extension and revise the contract end date to 31 January 2014. NGTS is the only, one responsible source that can provide the required services during the extension period based on the following rationale. The aircraft supported by NGTS under N00421-08-C-0065 constitute limited numbers of uniquely configured test beds that are in a constant state of evolution. They are heavily instrumented and are used for the purpose of developmental testing, experimentation and technology demonstrations. As the sole designer, developer and manufacturer of all models of the E-2 and C-2 aircraft, Northrop Grumman has the extensive knowledge and experience required to perform modifications and maintenance support for uniquely configured aircraft. Northrop Grumman is the only company that possesses the specific E-2 and C-2 experience in modifying and repairing the airplane's complex propulsion and weapon systems. Northrop Grumman is the only company that possesses the specific E-2 and C-2 engineering data, design drawings and expertise needed to provide analysis and solutions to any maintenance difficulties encounter during developmental testing in an accurate and timely manner. Northrop Grumman support is required for specific aircraft modifications and repairs that cannot be achieved by other entities because limited information is available in published maintenance manuals. Northrop Grumman trained mechanics and electricians perform all levels of maintenance on the E-2 and C-2 aircraft. This expertise is required because each of the E-2 and C-2 airplanes at VX-20 is uniquely configured for test operations. When a unique issue arises, the Northrop Grumman team has the resources to facilitate an appropriate resolution in a timely manner which could not be achievable without historical knowledge of the aircraft testbed.
