- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is ENG-0007 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 424410 with a small business size standard of 100.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-05-28 12:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Special Shipping Instructions. The Federal Bureau of Prisons requires the following items, Meet or Exceed, to the following: LI 001: Hotdogs, Turkey or Chicken, Skinless, Cooked, 8 Hotdogs per lb, The finished products may not contain more than 30% fat or no more than 10% water, or a combination of 40% fat and added water, The finished product may not contain more than 3.5% non-meat binders and extenders (such as nonfat dry milk, cereal, or dried whole milk) or 2% isolated soy protein may be used, but must be shown in the ingredients statement on the product's label by its common name. All ingredients in the product must be listed in the ingredients statement in order of predominance, from highest to lowest amounts in accordance with the USDA Food Safety Inspection Service (FSIS) Food Standards and Labeling Policy. QTY: 2,000 LBS (8-1), 1, LOT; LI 002: Chicken, Boneless, Skinless, Raw, White or Dark, Un-breaded, Frozen, A or B quality per the USDA, United States Classes, Standards and Grades for Poultry. Boneless, skinless breasts, legs, thighs, or drumsticks shall be free of cartilage and fat. Boneless, skinless thighs or breasts (excluding the attached tenderloin) shall be free of tendons. Tendons normally associated with tenderloins are permitted. Boneless, skinless parts shall be free of blood clots, bruises, cuts, tears, in the muscle tissue. Boneless, skinless parts may be subdivided by cutting, slicing, dicing, or similarly reducing the size prior to grading. The reduction process shall result in size-reduced portions of meat that are intact, Size-reduced portions of meat shall be relatively uniform in size and shape. No Solution or Ingredients Added. Standards, and Grades for Poultry, Un-breaded. ?Leg quarter" consists of a poultry thigh and drumstick, with a portion of the back attached. Leg Quarter portion size not to be smaller than 12 ounces and not to exceed 20 ounces. Delivered amounts are to be uniform in portion size and not random sizing. Bid Quotes must identify portion size being offered. QTY: 20,000 LBS, 1, LOT; LI 004: Chicken Patty, Breaded, All White Meat, (No Mechanically Separated, Comminuted Meat) Breading set in vegetable oil, Weight Range: 3.5 to 4.2 Oz, Individually Quick Frozen, Uniform in shape, CID A-A-20276A, Style A & B, Meat (Whole muscle or Chunked and formed, 1/2 inch cube or greater. No Solution or Ingredients Added. QTY: 4,000 LBS, 1, LOT; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Federal Bureau of Prisons intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Federal Bureau of Prisons is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. It's recommended that the vendor contact the FCI Food Service Department to notify of all deliveries. The point of contact is listed in the Buy Attachment Document labeled "Notice To Offerors". The line items are bid as a "LOT" price not individual cases. Any bid that is received as a unit price bid will not be accepted and the vendor will not be eligible for award.
