Description
This is a Pre-Solicitation Notice. The Mission and Installation Contracting Command-Fort Bragg (MICC-FB), North Carolina intends to solicit for a contractor to provide Elevator Repair and Maintenance Support Services. The requirement will be for a contractor to provide Maintenance and Repair of Elevators, Escalators, Dumbwaiters and Wheelchair Lifts Support Services for the Directorate of Public Works (DPW), Fort Bragg, North Carolina. Solicitation Number W91247-13-B-0033 will be a full maintenance and repair contract. The Contractor shall be responsible for all costs incurred to maintain and repair all equipment in proper operating condition. All performance shall be provided in accordance with (IAW) the standards set forth in this contract and described by the American National Standards Institute and all current and applicable editions of American Society for Mechanical Engineers (ASME) A17.1, A17.2, A17.3, A17.4, A17.5 and ASME A18.1, National Fire Protection Association (NFPA 72), National Electrical Code (NEC) and International Building Code (IBC), Occupation and Safety Health Administration (OSHA) 1910.26 and all prescribed codes and standards referenced by incorporation into the forthcoming Performance Work Statement. The Contractor shall be responsible for replacement of all component parts which includes periodic Contractor operation, inspection, checks, adjustments and maintenance of elevator systems, as necessary to ensure compliance with applicable ASME, local, and manufacturers' standards of safety, reliability and satisfactory operating condition. Contractor shall provide routine maintenance services that permit the early detection and correction of items that, if deficient or defective, would interfere with normal operations for elevator systems, endanger life and/or property, or involve high costs or long lead times for repair. Work shall include, but not necessarily be limited to, comprehensive operational inspection and adjustments to ensure the satisfactory functioning of machinery and controls, car speeds, leveling devices, car and hoist way doors and safety edge mechanisms, the detection and correction of the causes of unusual noises or vibrations, the manufacturer's recommended machinery lubrication, adjustments to bring system operation within the manufacturer's specifications, repairs, including defective part and component replacements, equipment space housekeeping, equipment cleaning, changing burned-out indicator lamps and other services, as required to maintain all systems in a safe and acceptable operating condition. The General Scope will include the maintenance, repair, service and replacement of any and all defective or worn parts of all components, devices and equipment required to maintain or repair elevators, in accordance with manufacturer instructions and specifications and herein subject to the terms and conditions of this contract. The Contractor's work and responsibility shall include all Contractor planning, administration and management necessary to provide all operation, preventive maintenance, service and all repair work, as specified. The work shall be conducted within strict compliance with all applicable Federal, State and local laws, regulations, codes, technical references and manufacturer instructions. This contract shall include full service maintenance and repair for all existing Government-furnished Elevators, Escalators, Dumbwaiters and Wheelchair Lifts, located at Simmons Army Airfield, Pope Army Air Field, Camp MacKall and the Fort Bragg, North Carolina Installation, excluding FORSCOM buildings and Medical Command (MEDCOM) Facilities (e.g. Womack, Dental Clinics, etc.). A complete quote mark Master Equipment List quote mark is attached and marked as Technical Exhibit quote mark (TE- 4) for Pre-Solicitation purposes only and is subject to change at time of award or thereafter by written notice of the Contracting Officer. Contract Type and Proposed Period of Performance: The conceptual acquisition strategy is to establish a single Firm-Fixed Priced contract consisting of a one (1) year base period and four (4) twelve-month option years (Base + 4). Market Research - NAICS Code Selection. In accordance with FAR 19.102(b), the small business size standard is applied by classifying the product or service being acquired in the industry whose definition, as found in the North American Industry Classification System (NAICS) Manual best describes the principal nature of the product or service being acquired. Additionally, FAR 19.102(d) states that when acquiring a product or service that could be classified in two (2) or more industries with different size standards, contracting officers shall apply the size standard for the industry accounting for the greatest percentage of the contract price. The NAICS code selected for this acquisition is 238290; Other Building Equipment Contractors. According to this NAICS code, this industry comprises establishments primarily engaged in installing or servicing building equipment (except electrical, plumbing, heating, cooling, or ventilation equipment). The repair and maintenance of miscellaneous building equipment is included in this industry. The work performed may include new work, additions, alterations, maintenance, and repairs. The size standard for this NAICS code is $14M. It is anticipated that the official Invitation for Bid (IFB) Solicitation will be posted electronically on or about 27 May 2013 to the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the Solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any update/amendments to any and all documents. All prospective Contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Those unregistered in CCR may do so by visiting http://www.ccr.gov/. This Notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
