- THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), National Hansen's Disease Programs (NHDP), is planning to issue a solicitation to provide health data management services to assist with the Ambulatory Care and Private Physician Programs. Hansen's disease in the United States occurs primarily in California, Louisiana, New York, Puerto Rico, and Texas, among Asian and Hispanic populations in these areas. The solicitation will be issued as total small business set-aside with a period of performance of twelve (12) months with four (4) twelve (12) month option periods. The Government intends to issue a solicitation on or about May 30, 2013. The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation. The North American Industrial Classification System (NAICS) code for this acquisition is 541611, and the size standard is $7.0M. Hansen's disease is a chronic infectious disease of low communicability, caused by the acid-fast Mycobacteria, M. leprae. It affects the skin and peripheral nerves in the cooler parts of the body. It is effectively treated by multidrug therapy consisting of Dapsone, Rifampin, and Clofazimine. Untreated, it can lead to loss of sensation in the affected areas, leading to trauma, infection, and eventually to deformity and disability. It is the goal of the National Hansen's Disease Program to prevent deformity and disability by raising awareness about Hansen's disease, increasing the detection of its' early signs, and initiating treatment early in the disease process. The legislative authority for the National Hansen's Disease Programs is Public Law 99-117, Section 2. (a.), Section 320, and is guided by DHHS regulations. The Ambulatory Care Program (ACP) was initiated in 1981 as a consequence of the closing of the U.S.P.H.S. hospitals. Historically, persons with HD were provided care by those facilities in the U.S. In order to continue the mandate of the legislative authority, a Contract Care Program was developed to provide these services in communities where the majority of people with HD live. Currently, there are thirteen (13) Outpatient HD Clinics located in the states of Arizona, Arkansas, California, Georgia, Florida, Illinois, Massachusetts, New York, Puerto Rico, Washington, and Texas. The state of California has three Outpatient HD clinics (Martinez, Los Angeles, & San Diego), and the state of Texas also has three Outpatient HD Clinic sites (Dallas, Houston, & Harlingen), with the main administrative site in Austin, TX. This requirement is to maintain and update the HD health information system (Microsoft Access) used for program management in the ACP with data input from the Outpatient HD clinics throughout the U.S. & Puerto Rico through CDs sent to the ACP. Database is comprised of 3500 patients, along with a separate database of patients & physicians in the Private Physician Program. The work involves continuous verification of PHI due to the various ethnicities, languages, & cultural factors of the patient population. The services will be performed at the National Hansen's Disease Program, 1770 Physician Park Drive, Elliott Building, Baton Rouge, LA 70816. All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.fbo.gov).
