Description
This work effort is being solicited for 100% small business contractors under NAICS code 238990 with a size standard of $14.0M. The Naval Facilities Engineering Command, Mid-Atlantic is seeking all eligible business firms capable of Re-tubing a boiler at the Naval Support Activity Philadelphia, Philadelphia, PA 19111; RFQ# N40085-13-Q-1342. Estimated contract value: Between $25,000 and $100,000. Description of Work: The contractor shall provide all labor, material, tools, equipment, supplies and supervision necessary to provide for the re-tubing of Cleaver Brooks CB200-700 Fire Tube Boiler, Serial Number #L-91514 at Naval Support Activity - Philadelphia, Philadelphia, PA 19111. The work associated with this effort includes apply, monitor and remove (upon completion of work) proper lockout and tag out devices on all equipment undergoing repairs in accordance with the U.S. Army Corp of Engineers Safety and Health Requirements Manual, EM-385-1-1. Drain boiler and remove all waterside hand-hole caps, Remove burner from boiler and all 273 boiler tubes from the vessel. Remove all loose scale from the water side of the vessel. Prep all tube holes and install new American-made 2-1/2 OD x.095 tubing wall thickness, SA-1778 Grade A boiler tubes and cut to proper length. Cleaver Brooks PN-938-01164 Direct Replacement material, no substituting material to OEM. Flare roll and bead all tubes to sheets. Clean all shell and hand-hole sealing surfaces and install new hand-hole gaskets. Fill vessel with water, discharging all air. Pressurize vessel to normal operating pressure. Contractor shall provide authorized State/Insurance Inspector and Quality Control Manager to witness the testing of the vessel. Contractor shall notify the Government Quality Assurance Representative with the date and time of testing. Contractor shall provide a signed R-1 Repair Document upon completion of the successful test. Contractor shall attach repair tag to the outer casing for repair record purposes. Reinstall burner, tie-in all piping and conduit. Close/seal front and rear fireside doors. Start, tune and adjust burner to achieve maximum fuel efficiency. Contractor shall insure that the Burner Technician is factory trained and certified and is an authorized represe4ntative of Cleaver Brooks Boiler Manufacturer. Work shall be prosecuted diligently and shall be completed for use no later than 90 days after contract award. The time stated for completion shall include final clean up of the premises. The contractor is required to furnish proof of any cause for delay and must request an extension of the completion date in writing through the Contracting Officer.
