- Synopsis for the proposed modification to Purchase Order EP-12-C-000094 - Continued Development and Modification of openLCA Open Source Life Cycle Assessment (LCA) Software and Database Framework The U.S. Environmental Protection Agency (EPA), Cincinnati Procurement Operations Division (CPOD), and the Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL) located in Cincinnati, OH awarded Purchase Order EP-12-C-000094 under FAR 12 & 13 procedures to Green Delta TC. The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1 (a)(2)(ii)(A), with Green Delta TC to modify Purchase Order EP-12-C-000094, increasing the scope of work to provide support for the continued development of OpenLCA and modifications necessary for the system to meet the demands of the next stage of research. Green Delta TC is the original developer of OpenLCA and is the owner of OpenLCA SourceForge open source software. The overall objective of this modification is to implement a generic user interface and functionality to allow for the development of application-specific, non-expert user interfaces for interacting with life cycle assessment models and address high priority items related to the basic functionality of OpenLCA and the attractiveness of OpenLCA to a broader pool of open source software developers. Specific work that will be added to this order will include the following: -Development of a Quality Assurance Project Plan -Implement changes to the OpenLCA source code, documentation, and web presence in order to build the community of open source software developers, -Develop a plug-in to OpenLCA which allows a model developer to create and customize an attractive, easy-to-use, intuit non-expert user interface (NEXUS-I) for their model. -Provide additional functionality for the NEXUS-I tool to allow non-expert users to interact with modeling choices by varying direct inputs, parameters, and process locations to see the effect on results in real time. -Apply the non-expert user interface development functionality to develop tools to meet the needs of ORD stakeholder; test and refine the non-expert user interface development functionality. In addition, the EPA seeks to negotiate pricing for the option of addressing unresolved issues raised by the EPA Quality Assurance Software Audit. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government.
