- AF 66 AF 3052 Drawings / Planos English Technical Specifications Spanish Technical Specifications The United States Air Force intends to issue solicitation FA5575-13-R-0008 to solicit proposals for a Firm-Fixed Price contract to repair D Avenue at Morón AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 3 June 2013. Contract magnitude is between $250,000 and $500,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." 1. SCOPE OF WORK: The work includes, without being limited to, the following items: a. Temporary markings paint. b. Clearing of land from rubbish, obstructions, grass, bushes, etc. c. Graded crushed aggregate excavation. d. Grading of graded crushed aggregate. e. Scarifying of graded crushed aggregate, 20 cm depth. f. Removal of railroad crossing. g. Sawcut of the limits of the pavement to be milled. h. Hot Mix Asphalt milling. i. Load of milled, demolished and excavated material. j. Transportation of demolished, milled and excavated material to an authorized dump. k. Compaction of the graded crushed aggregate. l. Placing and compaction of graded crushed aggregates. m. Prime coat. n. Hot mix asphalt placing and compaction for binder layer. o. Tack coat. p. Hot mix asphalt placing and compaction for surface layer. q. Manhole modification to reach the level of the finished surface of the pavement. r. Marking removal by means of micromilling. s. Marking painting. t. Footing construction for traffic sign. u. Traffic sign installation. v. Road reflector in compliance with PG-3. w. Quality Control by laboratory tests. x. Final cleaning. y. Delivery of As-Built drawings. z. Delivery of Spatial Data. 2. PERFORMANCE PERIOD: The performance period proposed for this project, 90 calendar days, is for information purposes only. The Contractor shall provide the performance period with the proposal. The Contractor's performance period will be considered in the evaluation of acceptable proposals. 3. CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "registro Oficial de Contratistas de Obras del Estado" of the "Ministerio de Economia y Hacienda" covering the following groups, subgroups and categories. Group Subgroup Category G 1, 4, 5 f The above general outline in no way limits or reduces the responsibility of the Contractor to perform all work as required by the Statement of Work and project drawings in order to provide a complete and operable facility. It is highly recommended that you register to be notified of any new postings for this solicitation and/or any other postings published by our office. The Government anticipates and reserves the right, to issue all solicitation documents including specifications and drawings in the English language only. A visit to the site of work will be conducted in English; the date and time of which will be announced in the solicitation documents. In order to be awarded a contract by the U.S. Government, the company must be registered in the System for Award Management (SAM); contracts cannot be awarded to unregistered contractors. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
