- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers has awarded a sole source basis a contract to Ewing Cole, Inc. This sole source contract is required for Architect-Engineering services for the completion of the design of Hanscom Primary School, Hanscom Air Force Base, Massachusetts. The required completion date is 450 days from issuance of notice to proceed. The 15% design effort for Hanscom Primary School has already been completed by Ewing Cole, and will be used as the starting point for completing the rest of the design effort up to the final design. The contract used to award the 15% design was awarded as a Multiple Award Task Order Contract(MATOC) with a base year and four (4) option years for Architect Engineering Support to the Department of Defense Education Activity (DoDEA), both CONUS and OCONUS, with a maximum capacity of $12,000,000. This contract has capacity remaining, but has expired. The work will consist of performing the remaining Engineering, Design, and Support services necessary to complete the development and approval of construction plans and specifications for the Hanscom Primary School, Hanscom Air Force Base, Massachusetts in strict compliance with the requirements included in the approved DD Form 1391 for the project and the 15% design already completed by Ewing Cole. This action is to complete the required design to create construction level plans and specifications to allow award of a construction contract. Ewing Cole will not perform work for any other project or program under this specific contract action. The plans and specifications have prepared in accordance with the Department of Defense Education Association (DoDEA) 21st Century Educational Concepts, DoDEA Facility Education Specifications, local school district program requirements, the Hanscom Air Force Base design guide, the USACE design guide, and integration of the geographic conditions and site constraints. The design shall also include a comprehensive interior design package. The effort will include design review conferences at 35%, 65%, final, and design complete stages, as well as presentations to the DoDEA Design Center and DoDEA Leadership at specified design intervals. An option for construction phase services in support of Hanscom Primary School is included in this contract. The construction phase services will enable the Designer of Record (DOR) to provide critical support throughout the construction process including, but not limited to, responding to request for information/support by the Resident Office overseeing construction, reviewing shop drawings, and performing site visits. Participation in the construction phase services will also enable the DOR to identify and capture lessons learned to be incorporated back into the programming and standard design specifications being developed by the DoDEA Design Center staff.
