This RFI is issued solely for information and planning purposes – it does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach.* *The formal closing date for this RFI and for the submission of responses is Monday May 20, 2013 at 2PM EST* *THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach.* *The formal closing date for this RFI and for the submission of responses is Monday May 20, 2013 at 2PM EST* In an effort to improve the health and wellness of TRICARE beneficiaries through preventing the initiation of smoking and increasing quit rates among existing TRICARE beneficiaries that smoke, the TRICARE Management Activity (TMA) is authorized to provide smoking cessation assistance service in accordance with the National Defense Authorization Act (NDAA) 2009, Section 713. These services are available to all TRICARE eligible beneficiaries in the 50 United States and the District of Columbia (CONUS), with the exception of Medicare-eligible TRICARE Program participants program; and eligible beneficiaries of the Department of Veterans Affairs (DVA). For purposes of this contract CONUS refers to the 50 United States and the District of Columbia. Quitlines, which offer smoking cessation counseling are recommended by the U.S. Public Health Services Clinical Guideline for Treating Tobacco Use and Dependence (2008 update) as an evidenced-based intervention that has been shown to increase the success rates of smokers who try to quit. Currently, triage-only smoking help-lines are available to TRICARE beneficiaries. These toll-free help and referral lines offer triage and referral but do not provide smoking cessation counseling. Alternatively, the quitline relevant for this query would instead be capable of providing smoking cessation counseling from certified smoking cessation counselors.
