- This is a Sources Sought Announcement only and does not constitute a commitment, implied or otherwise, that the Defense Logistics Agency (DLA) Disposition Services will take procurement action in this matter. Further, DLA Disposition Services will not be responsible for any cost incurred in furnishing the information requested. This announcement is for formal market research only and should not be considered a Request for Proposal (RFP). DLA Disposition Services receives excess and used military uniforms and other clothing which require final disposal. These materials include items with DEMIL codes "A" and "D." In accordance with DoD 4160.28-M, Demil D requires destruction of materials and components to state that they cannot be restored nor repaired to a usable condition. The DLA Disposition Services J-7 Acquisition Management Office is conducting market research to determine the capabilities and qualifications of small and large businesses to perform the following: •· Contractor shall to provide all properly trained labor, equipment, tools, personal protective equipment, material, licenses, fees, permits, certifications, supervision, manifests, and all other items and services necessary to perform the destruction and final disposal of all excess and used military uniforms and other clothing to include items with DEMIL codes "A" and "D." Perform all work in accordance with federal, state, and local laws and regulations. The contractor must incinerate all uniforms/clothing received under this contract. Respondents should submit responses in electronic format to include the following: •· Organization name, address, phone number, point of contact, telephone number, facsimile number, email address, business size, DUNS number, and Cage Code. •· Description of company's experience and capabilities with DEMIL/Disposal of Military components. Response should include up to 3 examples of experience with other programs. •· Capability to pick-up excess and used military uniforms at the government site and transport to the incineration facility. •· Rough Order-of-Magnitude (ROM) cost estimate per ton, including assumptions utilized to develop the ROM estimate. Estimate order quantity is 50 tons per year. The minimum order quantity per delivery or pick-up is one ton.
