- SOLE SOURCE NOTICE FOR PROCUREMENT ACTION Proposal Disallowed Reason: Procurement action being conducted under Subpart FAR 13.5 Test Program for Certain Commercial Items and FAR 6.302-1 with the authority of 41 U.S.C. 253 (c), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly on this notice. Description: The Bureau of Reclamation (Reclamation), Lower Colorado Regional Office, Boulder City, Nevada, intends to award, on a sole source basis, an Indefinite Delivery - Indefinite Quantity (IDIQ) type contract to Precision Water Resources Engineering, LLC, Lafayette, CO. This procurement action is for the follow-on maintenance and support of the Mid-Term Operations model (MTOM) and possible further enhancement and modifications to the system. Precision Water Resources Engineering has worked extensively with Reclamation in the area of hydrology and water resources modeling on the Colorado River. Precision Water Resources helped develop the RiverWare model, and developed all the code for the spreadsheet applications under a previous contract. A Justification for Other Than Full and Open Competition has been prepared in support of this acquisition. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is June 28, 2013. The North American Industry Classification System (NAICS) code is 541330 - Engineering Services and the size standard is $4.5 million. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole-source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to Solicitation number INR13PS30235 by May 24, 2013, 2:00 p.m. Pacific Time to Rosa M. Gomez, by e-mail at rgomez@usbr.gov or fax (702) 293-8332. A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Reclamation will not reimburse for any costs connected with providing the capability information.
