Description
The U.S. Army Corps of Engineers (USACE), Mobile District (in support of the U.S. Army National Guard Bureau (NGB) Headquarters, U.S. Marine Corps (USMC) Headquarters, Office of the Assistant Chief of Staff for Installation Management (OACSIM), Army Reserve Command (ARC) Headquarters, and Centers for Disease Control (CDC)), has a requirement to support and maintain existing Environmental Protection and Sustainment (EPAS), and Compliance Assessment, Tracking, Management and Reporting (CATMR) systems. This requirement is necessary to sustain current systems until such time as the Army's Strategic Enterprise domain landscape for EPAS and CATMR reaches the implementation stage. The Government intends to solicit and negotiate with only one source. In order to support and maintain the current systems it was determined to be in the Government's best interest to obtain this requirement from Plateau Software, Inc. The program requirements are to support and maintain the existing EPAS and CATMR systems, which includes the following: WINCASS, an offline assessment tool WEBCASS, an online assessment tool, deficiency and management tool, trends and reporting tool Natural and Cultural Resources Metric Tracker (NCRMT), tracks the metrics from natural and cultural resources STEP, a module of WEBCASS used to track the approval and status of projects Compliance Site Inventory (CSI) Hazardous Materials Inventory (HMI) WASTE Plateau Mobile Applications Sustainability Performance Management Tracker (SPMS) There shall be NO enhancement, improvement, upgrade, modification or change other than what is required to maintain the existing systems. It is anticipated that a Sole Source, Small Business, Single Award Indefinite Delivery Indefinite Quanity (IDIQ) Contract will be awarded with an ordering capacity of $9,000,000. Program requirements will be executed via firm fixed price task orders placed against the IDIQ contract. The (NAICS) code is 541511 and the size standard is $25.5 million. The Government intends to award this contract consistent with the terms identified within this announcement upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, only one responsible source and no other services will satisfy the requirement. In order for the Government to meet upcoming requirements in a timely manner, this action is necessary. This will result in the Government being able to meet its immediate needs without delays and compromising it's mission. The Government will support the proposed actions by written justification and obtain appropriate approval prior to proceeding. The Government will post the approved justification. Interested persons may identify their interest and capability to respond to the requirement; however, this notice of intent is not a request for competitive proposals. All capability statements received within fifteen days after date of publication of this notice will be reviewed by the Government and considered. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Should your firm desire to submit a capability statement, it should demonstrate the Offeror's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements.
