- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W911RZ-13-T-0068 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 112511 with a small business size standard of $0.75M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-05-15 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Statement of Work. The MICC Fort Carson requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: All trout shall be certified whirling disease free. The vendor shall be in compliance with all Federal and Colorado Division of Wildlife fish health regulations and certifications for sale, transport and stocking of fish. Species of fish: Any commercial strain of Rainbow Trout or Rainbow Trout hybrid is acceptable. Quantity of fish: total of4,254 pounds of live, catchable rainbow trout shall be delivered to two (2) separate reservoirs located on Ft. Carson. Six seperate delivery dates are required for trout and are listed below. Each delivery date required the fish to be equally divided among the two (2) reservoirs, which are all located within 2 miles of each other. Rainbow trout delivery dates and pounds per delivery to Ft. Carson:23 May 2013, 709 pounds; 12 June 2013, 709 pounds; 03 July 2013, 709 pounds; 19 July 2013, 709 pounds, 05 August 2013, 709 pounds; 29 August 2013, 709 pounds ? Total Pounds of Trout: 4,254. Size of Fish: size of trout shall be a minimum of 10 inches in length and a maximum of 14 inches in length (or approximately 2.5 fish per pound). Conditions of delivery: The fish must be delivered alive and in a conditions that allows them to survive and be caught by anglers. The vendor will also test the pH content of the water of all reservoirs. Any fish lost after entry into reservoir when reservoir water pH is 8.9 or above will be the responsibility of the Government and the vendor will not be liable. Any fish that die prior to delivery at the reservoir shall be the responsibility of the vendor and will be replaced at no additional charge by the vendor. Delivery Point of Contact (POC): The vendor shall contact Stephanie Smith (719-526-8006) or Roger Peyton (719-524-5395) prior to delivery to set up a delivery time. The contractor shall report to Gate 7 (the Wildlife Gate at Ft. Carson, CO) at the designated time to meet the POC. The POC shall oversee the delivery of the fish to the two (2) reservoirs to ensure the quality of fish meets the standards listed in the Statement of Work. The two (2) reservoirs are located within approximately four (4) miles of Gate 7., 4254, lb; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Carson intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Carson is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
