- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is R13PS13634 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 with a small business size standard of $14.00M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-05-24 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Place of Performance. The Bureau of Reclamation requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: COMO DAM, HAMILTON, MONTANA Video inspections of entire toe drain system. NO ANALYSIS OF VIDEO REQUIRED. Drains may contain some water - depends on many factors that vary daily however, it is not likely to be more than a couple of inches. Resolution of video should be high enough to detect issues with the pipes (cracks, holes, buckles, etc.). Should be able to rotate to view multiple angles. Must be able to video record entire lenght of pipe system. Operator must be able to take direction from Reclamation provided on-site inspector. COMO DAM TOE DRAIN: The pipes connecting all inspection wells are 2- 24" diameter corrugated HDPE. The lengths between inspection wells are approximately 700 feet, 600 feet, and 405 feet - also must go up-slope for 100 feet. Those lengths cover all the 2-24" diameter pipe. All toe drain slopes are 0.005. The Outfall pipes at 2 of the inspection wells are 1-30" diameter corrugated HDPE. The lengths of the outfall pipes are approximately 50 feet and 450 feet. Inspection wells (access points) are 8' diameter concrete barrels with with hinged steel lids; metal ladders and platforms exist in the inspection wells. There are no bends., 1, JOB; LI 002: CONCONULLY DAM, CONCONULLY, WASHINGTON Video inspections of entire toe drain system. NO ANALYSIS OF VIDEO REQUIRED. Drains may contain some water - depends on many factors that vary daily however, it is not likely to be more than a couple of inches. CONCONULLY DAM TOE DRAIN: The pipe is a 12" diameter, perforated, and asbestos-bonded No. 14 gage CMP. Total length is 760 feet. It has two 45-degree bends (both to the left if facing the entry); one is 40-feet and the other is 660-feet from the entry. I can't tell from the drawings what the entry access is like; it appears to be at the ground surface near the left abutment (facing downstream)., 1, JOB; LI 003: SALMON LAKE DAM, CONCONULLY, WASHINGTON (1/2 MILE NORTH OF CONCONULLY DAM) Video inspections of entire toe drain system. NO ANALYSIS OF VIDEO REQUIRED. Drains may contain some water - depends on many factors that vary daily however, it is not likely to be more than a couple of inches. Resolution of video should be high enough to detect issues with the pipes (cracks, holes, buckles, etc.). Should be able to rotate to view multiple angles. Must be able to video record entire lenght of pipe system. Operator must be able to take direction from Reclamation provided on-site inspector. SALMON LAKE DAM TOE DRAIN: The pipe is a 8" diameter, corrugated, and perforated HDPE pipe. Two pipes combine at an observation well and a 12" diameter corrugated double-wall HDPE pipe discharges to the weir box and outlet channel. This 12" diameter pipe is approximately 215-feet in length and straight. The right abutment toe drain (8" perforated) is approximately 1,000-feet in length with slight bends. The left abutment toe drain (8" perforated) is approximately 150-feet in length with a gradual 90-degree bend in the last 25-feet (where it dumps into the observation well). At the top of each toe drain, a clean-out emerges to the surface. This clean-out is a non-perforated 8" HDPE pipe that rises at 45-degrees relative to ground surface. Access at the clean-outs (tops of toe drains), the observation well, and the weir box all seem plausible., 1, JOB; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Bureau of Reclamation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Reclamation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. (c) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act. RAC 13-03 1. The Invoice shall be attached to the email and named using the following fomat: Contract Number_Contractor Name-Invoice Number-Invoice Amount (example: R13PC10000_World Test, Inc.-Inv No. 1234-$5,678.00 2. A proper invoice shall be submitted in accordance with Item 1. above and shall include the information as required by the payment terms and conditions contained in this contract/agreement. Invoices submitted for an amount which exceeds the total obligated or ceiling amount of the contract, purchase order, task/delivery order or agreement may be rejected. 3. Invoices shall not include information that would compromise Personally Identifiable Information, such as full social security numbers, dates of birth, etc. 4. Final payment under each contract, purchase order task/delivery order will be approved by the Contracting Officer. The final invoice shall be submitted and will be approved in accordance with the payment terms and conditions contained in the contract/agreement, after all, if any, settlement actions are complete. The contractor must clearly identify the last payment as the "Final Invoice".
